The Utilities Regulatory Compliance Specialist is responsible for reviewing permits, processing applications, and ensuring Regulatory Compliance for potable water, wastewater, and reclaimed water utility systems. Demonstrating a strong understanding of regulations and rule-making procedures from State, Federal, and local regulatory agencies is crucial. This role involves providing professional support to utility management, plant managers, planning attorneys, design planning engineers, and operators regarding environmental impacts. Additionally, the specialist prepares detailed written reports documenting audit findings and information gathered during compliance inspections, requiring excellent communication, writing, and analytical skills for the evaluation of reports and program compliance records.
Executes vital tasks involving significant responsibility, independence, technical expertise, and compliance skills related to the operational permitting of wastewater plants, water plants, and reclaimed systems in Pasco County. Reviews, responds to, and compiles federal, state, and local permits and documents. Aids in coordinating sampling and monitoring programs and gather data for compliance audits and reports. Manages plant permit renewals, compliance, and deadlines. Stays informed about regulatory changes, investigates and promptly responds to compliance issues, complaints, and incidents. Maintains accurate documentation of compliance activities, including audit findings, corrective actions, and training records. Ensures the safe and efficient operation of environmental and Regulatory Compliance programs for Pasco County Utilities systems. Collaborates on the development, evaluation, testing, and reporting of public utilities programs to meet compliance requirements. Keeps track of Daily Monitoring Reports. Performs related duties as required.
- Knowledge of general philosophy, principles, and objective water and wastewater plants and distribution systems operations.
- Ability to interact in a team environment representing the County with agencies and stakeholder groups.
- Knowledge of National Pollution Discharge Elimination System Permits (State and Federal).
- Knowledge of Agency regulations such as Water Quality Reports, Consumer Confidence Reports, Public Supply Annual reports, Unregulated Contaminant Monitoring reports.
- Knowledge of principles and methods of data collection, statistical analysis, and research procedures.
- Ability to develop and implement administrative procedures and evaluate their effectiveness.
- Ability to plan, direct, and evaluate wastewater, potable water, and reclaimed water rules and regulations.
- Ability to establish and maintain effective working relationships with officials, other departments, employees, and the public.
- A working knowledge of, and ability to implement the principles of high-performing organizations (the Florida Sterling Model, Malcolm Baldridge, LEAN, etc.).
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Environmental Science, Civil Engineering, Biology, Chemistry, or related field. Four (4) years' experience in Regulatory Compliance with a focus on environmental permitting, laboratory operations, water quality, or industrial or municipal water/wastewater/reclaimed water treatment. Experience in the public sector preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
