Position Information
Under the general supervision of the Asset Management & Sustainability Manager, the Real Property Administrator oversees and administers the District's Real Property Management Program within the Planning and Asset Management Division.
The Real Property Administrator is responsible for all functions of property acquisition, management, and disposal, including the development and administration of leases, easements, inter-governmental transfers and other agreements.
In the performance of their respective tasks and duties all employees are expected to:
- Perform quality work within deadlines with or without direct supervision.

- Work independently while understanding the necessity for communicating and coordinating work efforts with other employees and organizations.
- Observe applicable safety requirements, use safety equipment provided, always implement appropriate safety practices and report immediately any unsafe working conditions or hazards.
- Administer real estate transactions, closing processes with escrow, and appraisals.
- Negotiate and conduct the acquisition, management, and disposal of Real Property.
- Perform comprehensive legal research into proposed transactions such as deeds, contracts, easements, title searches, right-of-way restrictions, zoning and land use requirements, encumbrances, value appraisals and price analysis, environment survey, permits, escrow accounts, and franchise rights.
- Prepare a variety of legal instruments and documents such as title certifications, zoning variances, right-of way orders, and use permits.
- Research legal property descriptions and review property maps and assessment records.
- Develop and prepare agreements, in coordination with Legal Counsel and Contract Compliance
- Coordinate responsibilities in lease agreements with appropriate staff or tenants.
- Maintain Real Property and lease inventory database and records.
- Review and update property information with required agencies, as well as with MPT's Enterprise Asset Management (EAM) system.
- Work with MPT's Geographic Information System (GIS) team to review and update property information.
- Assist in the development of strategy and plans that advance the Real Property program, land acquisition, and comprehensive lease management as they relate to the District's long-range strategic planning efforts.
- Recommend policies and procedures that are in compliance with local, state, and federal law.
- Conduct market research on current and future Real Property trends.
- Participate in district cross-departmental teams in the development and implementation of goals, objectives, policies, and priorities.
- Support and coordinate with staff for Real Property and lease management needs.
- Advise on the acquisition of permits from local, state, and federal agencies for real estate related, capital, or asset management programs.
- Prepare resolutions for authorization of purchase or sale of real properties and presents resolutions to Park Board.
- Represent Metro Parks at community meetings and public hearings and act as liaison for local and regional land use issues.
- Make presentations before Park Board, other departments, jurisdictions, and community groups.
- Respond to questions from outside agencies and the general public regarding Park properties, sale of property and other related Real Property matters.
- Complete other duties as assigned.
Bachelor's degree in business administration, public administration, property or land management or related field and at least five years of experience in Real Property management, property sales, and lease negotiations required. An additional 4 years of related experience can substitute for the degree requirement.
LICENSE & OTHER REQUIREMENTS
Valid driver's license with acceptable driving record required.
Ability to work occasional evenings and weekends as needed.
WORKING CONDITIONS:
- Hearing and speaking to exchange information and provide work direction.
- Sight to read and develop written and visual materials; monitor personnel and assigned operations and activities
- Dexterity of hands and fingers to operate a computer keyboard and standard office equipment
- Safe operation of motor vehicle.
- Sitting or standing for extended periods of time.
- Knowledge of Real Property principles and practices, title and appraisal work, property transactions, legal descriptions, and real estate terminology.
- Knowledge of various City and County codes and ordinances, state RCW's, WAC's and other related regulations related to Real Property.
- Knowledge of real estate escrow, title processing, and property assessment and valuation.
- Knowledge of property sales, auctioning, and bid processes.
ABILITY TO:
- Ability to develop and maintain records, files, and related reports.
- Ability to conduct research and analysis of legal descriptions, maps, deeds, and property ownership documents.
- Ability to read, write, and understand legal descriptions, RCW's, WAC's, and other property regulations.
- Ability to prepare legal documents such as ordinances, deeds, title transfers, escrow documents, and formal bid specifications.
- Ability to operate computer, calculator, and related equipment.
- Ability to use a variety of computer software applications related to office and property management.
- Ability to communicate effectively both orally and in writing and convey information in a clear and concise manner.
- Ability to maintain effective work relationships with multiple MPT departments, agencies, public and private officials, and the general public.
- Ability to effectively coordinate, perform, and complete multiple duties and assignments concurrently and in a timely manner.
- Ability to physically perform the essential job functions.
- Ability to meet the travel requirements of the position.
