Description
POSITION OVERVIEW:
We have an exciting full-time opportunity for a well-qualified Re-entry Employment Program (REP) Supervisor working with the Diversion and Re-Entry Services department. La Familia's Diversion and Re-Entry Services utilize relentless, strength-based, client-centered approaches and based on a Transtheoretical Theory of Change (i.e., readiness for change) model with the ultimate outcome of reducing recidivism. The REP Supervisor is responsible for supporting the oversight and coordination of re-entry, employment, and diversion-related contracts serving systems-impacted individuals, many of whom have mental illness or substance abuse issues and/or are homeless or at risk of becoming homeless upon reentry. The position has responsibility for guiding the strategic, administrative, and operational activities of the department and is dedicated to preventing or reducing the incarceration and recidivism of youth and adults. The REP Supervisor oversees the coordination and administration of all aspects of the Re-Entry Employment Program, including planning, organizing, staffing, leading, and controlling program activities.
This role currently oversees a portfolio of programs providing employment, rental support, and diversion services for individuals impacted by incarceration, mental illness, substance use disorder and/or who are unhoused or at risk of being unhoused. This portfolio currently includes:
Reentry Employment Program (REP)
Prison 2 Employment (P2E)
Prop 47 Rental Assistance
This program primarily serves clients in our REP office at San Leandro, with some travel throughout Alameda County. This role will uphold and champion the agency's mission, vision, and values and contribute to a collaborative, inclusive work culture.
The Program Supervisor will oversee job readiness training, coordination of employment services and job placement for individuals reentering their communities from jail or prison (AB109) clients, as well as administering Prop 47 housing services to this and similar populations. La Familia's Reentry Services utilize approaches that are relentless, strength-based, client centered, and based on a Transtheoretical Theory of Change (i.e. readiness for change) model with the ultimate outcome of reducing recidivism. This program serves clients in our Reentry Employment Program at our office at San Leandro. This role will uphold and champion the agency's mission, vision, and values and contribute to a collaborative and inclusive work culture.
Essential Job Functions and Responsibilities:
1. Program Design and Implementation
Leads overall program design, strategic planning, implementation, and program growth for the Re-Entry Employment Program and other assigned programming.
Create and maintain Program Manual and related documents for consistent, quality program implementation in alignment with Federal and local guidelines.
Participates in all parts of programming as needed.
Establish and track performance and expectations with staff, including billable services, documentation standards, and quality clinical interventions.
Actively networks and collaborates with external stakeholders to enhance program and department objects.
2. Staff Supervision:
  • Provide supervision to all assigned program staff and mentoring and/or guidance to direct-service staff members in collaboration with management/supervisory staff:

o Develop, maintain, update, and distribute Program Manuals for each program and Staff Orientation materials.
o Establish and enforce expectations related to professional ethical comportment.
o Develop, edit, and implement training processes and materials for all staff.
o Provide back-up administrative and supervision on behalf of all program managers.
• Attend regular staff meetings, supervision meetings, and training and lead meetings as needed.
  • Ensure staff follow all agency policies and procedures providing on-going education and reminders on agency policies and procedures and providing coaching and accountability around violations in a timely manner.
  • Establish and track performance expectations for all programs and staff members, most notably hours of billable services, documentation standards, and quality interventions.
  • Oversee work product of independent contractors, as appropriate.

3. Contract Management:
Serve as a liaison with all funders on all programmatic and operations issues.
Attend all funder-required meetings, events, and trainings.
Ensure delivery of program elements in compliance with contract language.
Submit all necessary documents and reports to the funder by deadlines.
Work with supervisor and La Familia Administration to ensure appropriate contract expenditures.
Other:
Intake coordination and case management, including initial assessment, verifying qualifications, assessing barriers to housing and employment, networking between other programs to ensure quality of service for shared clients
Maintain updated records to track attendance, participation, expenses and participant progress
Order and maintain inventory of supplies and refreshments for workshops, events and activities
Complete internal reports as requested by executive and administrative staff members
Attend trainings and participate in events relevant to key responsibilities
Track and regularly report on key metrics for responsible function areas
Leads and collaborates on special projects related to agency objectives as appropriate
Qualifications
QUALIFICATIONS & EXPERIENCE:
High school diploma or GED required with five (5) plus years' experience; or Bachelor in Business Administration, Public Administration, Social Work, or other related field preferred but optional.
Two (2) years' experience working in re-entry, workforce development, or related field with supervisory responsibilities and continually increased responsibilities in previous positions.
Experience working with adults of diverse backgrounds
Experience with planning, developing, contracting, marketing, and providing reentry services.
Bilingual proficiency in Spanish and English is preferred but not required
Non-profit and/or community-based organization experience is highly desirable.
Have the ability to work comfortably with various stakeholders, including Superior Court, District Attorney's Office, Office of Administration, Public Defenders Office, Probation Department, and Funders
Must possess excellent interpersonal, oral and written communication skills and have the ability to multitask in a fast-paced environment with the ability to set priorities and work independently.
Demonstrates and models excellent "customer service" orientation, especially in the ability to interact with people at all levels within and outside the agency.
Thinks independently and can make informed decisions when needed.
Exercises extreme discretion with the ability to hold, balance and transmit public and confidential information needed by various parties.
Proficient using MS Office products, particularly Word, Excel, Outlook and PowerPoint.
Acquires or maintains proficiency in using Google Drive products, including Docs, Sheets, forms, and Enterprise Supervision Software.
Ability to pass Criminal Justice Information Services (CJIS) and Santa Rita Jail clearance.
Valid CA Driver's license
