Quality Assurance Specialist - Birth to 3
Children, Youth, and Family Services
Hourly Range: $24.35 - $30.99 per hour
Job Summary: Under general direction of the Quality Strategy Coordinator, the Quality Assurance (QA) Specialist will collaborate with internal and external staff from the Children's Disability Birth to 3 and Children's Long-Term Support (CLTS) waiver program to ensure high quality, equitable services, and programs are provided across both programs. This position will also assist in the development and facilitation of CLTS protocol, policy & procedures. The QA Specialist is responsible of engaging in data collection efforts, audits, complaint resolution, ongoing Quality Assurance and improvements as well as work across Children, Youth, and Family Services (CYFS) to ensure alignment and consistency in all program operations.
Job Duties:
  • Assist with the facilitation of continuous quality improvement provider cycle and auditing providers compliance. Including but not limited to: agency site visits, provider forum meetings, annual provider information session as well as training, children's disabilities provider meetings, etc.
  • Support developing and implementing CYFS internal/external policy, procedures, and protocols for all programs in CYFS. Assist removing barriers and resolving challenges. Provide technical assistance to staff and providers in the implementation of policies as well as expectations.
  • Investigate, respond, and resolve complaints. Identify and communicate recommendations for gap solutions as well as follow up with providers regarding written reports, corrective plans, and site visits.
  • Participate in designing surveys to track outputs and outcomes including but not limited to: service referrals, services provided, and program outcome. Identify challenges and solutions with Birth to 3 Children's Disability Program, CLTS program, and CYFS team.
  • Develop audits and facilitate processes for monitoring CYFS policy and other initiative implementation and/or compliance. Provide support by tracking outcomes of staff audits for the Birth to 3 program, CLTS Waiver Manual Implementation, program development, and other processes designed to identify gaps.
  • Collaborate with several internal/external partners and service providers with the Birth to 3 and CLTS provider network such as State of Wisconsin DHS, Milwaukee Public Schools, local daycare, medical staff, and DHHS service areas.
  • Support the development of staff training processes for all roles in CYFS as well as participate in staff training as it relates to learning, understanding, and being able to monitor implementation of new initiatives and/or use of tools to inform CYFS staff. Assist with onboarding peers in job tasks.
  • Conduct Microsoft, Netsmart, Scripts, email projects, etc. Proficiency in Excel data analysis preferred in the following ways but not limited to: creating tables, charts, etc. to reflect data outcomes. Provide technical assistance to Provider Network in use of CYFS data platforms.
  • Understand how Implementation Science and the NIATx Model (Plan, Do, Study, Act Cycle) informs process improvement within an agency and how to apply model principles.
  • Perform all other duties as assigned.

Minimum Qualifications:
  • Must be a current resident of the State of Wisconsin.
  • Current Wisconsin Driver's License and access to a reliable insured vehicle; both maintained throughout employment.
  • Must have an Associate Degree or higher in Human Services, Criminal Justice, Sociology, or in a closely related field from an accredited college or university.
  • At least two (2) years of experience working in a Human Services, Sociology, Criminal Justice role, or in a closely related field is required.
  • Intermediate experience with all computer related software applications such as Word and Excel is required.
  • Able to travel to provider sites up to 25% of the time.

Preferred Qualifications:
  • Bachelor's Degree or higher in Human Services, Criminal Justice, Sociology, or in a closely related field from an accredited college or university.

Knowledge, Skills, and Abilities: Highly motivated team player with strong analytical skills and attention to detail. Needs to be flexible and quickly adapt to changing priorities and deadlines. Effective written and verbal communication skills; ability to manage time and work independently; ability to prioritize and multitask; ability to analyze, evaluate and solve problems; ability to verify, document and communicate audit/review results. Knowledge of Quality Assurance/quality improvement procedures, best practices, research skills, public policy, public administration, or business administration is preferred.
