Job description

The Dane County Department of Human Services has a current vacancy for a full time (1.0 FTE) Quality Assurance Specialist - Birth to Three. The Eligibility List created will be used to fill future vacancies over the next six (6) months. COMMITMENT TO EQUITY & INCLUSION

DEFINITION

Under supervision, performs professional-level work by planning, facilitating, implementing, and sustaining a complete quality management program; provides technical consultation to staff and providers to support quality improvement and assurance efforts. This classification must collaborate with internal and external stakeholders to meet or exceed applicable Wisconsin Administrative Code, Medicaid, Home and Community Based Services (HCBS) Waiver, Children's Community Options Program (CCOP) program standards and audit expectations.


EXAMPLES OF DUTIES

Review client chart documentation for completeness and compliance. Review progress note documentation for compliance with the Wisconsin Administrative Code, HBCS waiver policies, CCOP, Forward Health, Birth to Three, and other program standards. Review service authorizations to ensure they are accurate and allowable under program guidelines. Review monthly QA reports to identify potential areas for concern. Generate written reports of client chart contents and agency compliance with Wisconsin Administrative Code, program policies, and Forward Health standards for supervisor regularly. Initiate communications with providers, third-party administrators, and WI-DHS to detail the area(s) of concern identified. Follow up on inquiries from providers regarding quality of documentation and means of resolution. Assist supervisor with in-person site visits to assess service quality, including updating supervisor, as needed, regarding provider concerns identified. Attend and participate in scheduled supervision meetings. Attend approved professional development training and perform other duties as assigned.

Must possess a Bachelor's Degree from an accredited college or university in a human services related field. Applicants must also have an understanding of service provision to individuals who qualify for the program, which is gained through at least one (1) year of work experience through program administration or in direct practice with individuals who quality for the program. Preferred: Previous experience working in paid position for which quality is being assessed (i.e. CCS, CLTS, CRS, Crisis, etc.) and/or Quality Assurance practice.


Special Requirements:
Must have a valid driver's license and access to reliable personal transportation.
Background Check Statement:
Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 - 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. Physical and Environmental Work Requirements:

Work is in a hybrid environment with most work occurring at either 1202 Northport or from one's home office. Occasional community meetings or site visits required. Some community meetings may occur outside standard business hours. Regardless of work location, must display professional behavior and maintain client confidentiality. Work involves walking, sitting, standing with prolonged computer and phone use. Manual dexterity using fine and gross motor skills. Ability to speak and be heard by others. Ability to see and hear within normal ranges with or without corrective devices.

Knowledge of principles, methods, and practices of the CLTS program. Knowledge of quality management techniques, procedures, principles, and evaluation methodologies. Knowledge of applicable Wisconsin Administrative Codes, Home and Community Based Services (HCBS) waiver regulations, Individual with Disabilities Act (IDEA), Medicaid and other program requirements. Ability to quickly acquire and apply knowledge of laws, regulations, policies and procedures relating to publically funded, community-based services for individuals with disabilities. Displays a high level of initiative, effort, and commitment towards completing assignments efficiently and accurately. Adapts easily to multiple projects, assignments, and deadlines, prioritizing workload appropriately when needed. Works independently yet functions effectively as part of a larger team. Participates in and effectively utilizes supervision. Ability to attend on-site and off-site meetings as needed. Knowledge of HIPAA, privacy, and confidentiality standards of practice and ability to maintain confidential information, including worker and agency performance. Ability to communicate effectively, both orally and in writing, to all types of persons, both individually and in groups. Ability to deal tactfully with difficult situations. Ability to be decisive, consistent, and diplomatic. Capacity to organize large amounts of information and manage situations to achieve program outcomes. Knowledge of individualized, community based supports that assist children to live their best lives in their home and community. Ability to review provider enrollment documents and note any needed corrections, proactively identifying, correcting and communicating errors to providers, unit leadership and other stakeholders whenever possible. Knowledge of and demonstrated compliance with professional ethics and boundaries standards and codes of conduct. Ability to proficiently use a computer and related office equipment; demonstrating familiarity with required software and data base programs. Review and streamline work flows to minimize bureaucratic burden for families, case managers and service providers.

Comprehensive Community Services (CCS) requires knowledge of Person-Centered treatment planning, recovery concepts, and basic knowledge of evidence based practices for therapeutic or psychosocial interventions to promote recovery.

Disability Services requires knowledge of individualized, community based supports that assist children to live their best lives in their home and community. Individuals must be able to review individualized service plans and note needed corrections plans, their associated outcomes and standardized billing codes, proactively identifying, correcting and communicating errors to case managers, providers and third party administrators whenever possible. Must possess required knowledge of Children's Long Term Support (CLTS) and/or Birth to Three (B-3) provider standards, ability to communicate, document and support providers to meet or exceed these standards as defined in the CLTS Medicaid Waiver Manual and Individuals with Disabilities Act (IDEA). Assist Program Specialist to expand and nurture a diverse provider network that better meets the needs of all program participants. Review and streamline work flows to minimize bureaucratic burden for families, case managers and service providers.
