Summary

The Quality Engineer and/or Manager is responsible for managing all aspects of quality and regulatory compliance. The incumbent will anticipate, plan, and assist in mobilizing resources needed to successfully implement Pioneer's quality objectives at the plant level.
The Quality Engineer and/or Manager will also act as an independent voice to initiate, lead, and monitor operational excellence initiatives for Pioneer Industrial quality programs. Incumbent will coordinate relevant activities with other Pioneer branches and liaise with customers on their questions and concerns. Additionally, incumbent is responsible for the development/managing of policies, standards, and procedures in the area of quality and will ensure that employees at all levels in the Pioneer Industrial organization have the necessary awareness and understanding of the company's quality policies and processes to appropriately fulfill their job duties and responsibilities.
Responsibilities

The QA Engineer and/or Manger position will report to Pioneer's Director of Operations.
Job Overview:

Core Functions
  • Ensure Pioneer locations have current and complete documentation in support of quality processes.
  • Identify and expedite opportunities to build efficiency and consistency across Pioneer locations with regards to quality.
  • Monitor and ensure compliance with programs including, but not limited to:
    • SOPs on key processes
    • GMPs
    • Third-party quality audits
    • PM programs on quality equipment
    • Risk Grids
    • Product recall and notification requirements
  • Review overall Pioneer staffing requirements related to the areas of quality and make staffing recommendations to support changing regulatory and customer requirements.
  • Conduct and/or provide oversight for regular inspections of all Pioneer facilities, discuss findings with the site management and work with site leadership to develop appropriate action plans.
  • Establish and maintain effective, consistent, measurable, and auditable protocols for the following plant operations: GMPs, performance testing, compliance with all regulatory bodies, vendor certification, inbound inspections of raw materials, and lot tracking.
  • Support other departments to ensure awareness of relevant regulatory developments and quality standards across the Pioneer organization and maintain a high standard of quality among other departments.

Key Job Duties
  • Lead quality initiatives for Pioneer to identify opportunities for continuous improvement of established quality metrics. Associated activities will include, but not be limited to:
    • Lead investigations and drive resolutions of quality issues.
    • Serve as the primary point of contact for third-party quality audit services.
    • Develop and lead Pioneer-wide product recall program.
    • Mentors, coaches, trains, and develops Pioneer leadership and Quality plant personnel on quality programs and initiatives.
  • Functions as the Subject Matter Expert on quality and processes, including, regulatory codes, auditing, GMPs, and critical/preventive control points.
  • Act as a primary point of contact and information resource for customers and regulatory authorities.
  • Leverage analytical skillset to support and track quality initiatives.
  • Assist in planning for capital projects or operational changes and expansions. Establish quantifiable measures to monitor the effectiveness of these procedural and equipment changes.
  • Responsible for setting process control and quality control standards and maintaining a Continuous Improvement culture.
  • Work with Sales group to receive and react to customer complaints related to quality and safety, and track processes to monitor the effectiveness of corrective actions.
  • Organize, assist with and attend on-site and off-site customer visits as needed.
  • Liaise with supply chain on shipping requirements to ensure there is awareness of quality in shipments.
  • With the knowledge and approval of supervisor, take a role in regulatory committees such as ASME or National Board.
  • All other duties as assigned.

Skill/Experience Requirements:
  • Bachelor's degree in Engineering, related technical field, or an equivalent work history.
  • Working knowledge of ASME, API, DOT, National Board, federal, state and local Regulations on codes
  • Experience as a weld inspector or knowledge of welding practices is desired
  • Demonstrates ability to interpret and apply regulatory requirements to Pioneer Industrial operations.
  • Exhibits ability to interpret quality audits, test results and define/communicate corrective actions needed.
  • Demonstrates ability to work at all levels of the Pioneer organization to influence leaders.
  • Good computer skills with knowledge of Microsoft applications.
  • Strong verbal and written communication skills.
  • Strong work ethic with excellent interpersonal skills.
  • 10% domestic travel
