Summary Objective
Summary Objective
This management position serves as the chief procurement official and is responsible for oversight of the procurement division, and the acquisition of goods, supplies, and services in accordance with applicable federal, state and local laws, ordinances, rules and regulations. The division serves as the City's central, unified purchasing and contract administration for the purchase of, and contracts for commodities, goods, and services for City departments and outside agencies.
Responsibilities include maintaining the integrity of the City's public procurement process, and. providing professional support and sound contractual advice to all stakeholders involving contractual services for consultants, equipment, supplies, CCNA professional services, other professional and non-professional services, construction, capital improvements, and other applicable activities.
This is a professional position working under the supervision of the Chief Financial Officer. This class works independently, under limited supervision, reporting major activities through reports and/or periodic meetings.
Essential Functions
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Manages the procurement of commodities, construction, and services used by the City using direct purchase, formal and informal quotes, and various methods of formal competitive solicitations, sole source, or other acceptable methods of acquisition; and the assignment of such activities to Buyers.
  • Reviews and approves requisitions, coordinates procurement activities with departments, reviews and ensures budget appropriations, prepares complex bid specifications and scopes of work, and recommends award of contracts.
  • Supervises, directs, and evaluates assigned staff, trains and develops employees, counsels, disciplines, and completes employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains high standards; monitors status of work in progress; performs quality control, inspects work assignments; provides advice and direction as needed.
  • Ensures compliance with applicable guidelines, regulations, laws, and ordinances established by the City or other outside agencies including the State of Florida and the federal government.
  • Performs contract negotiations with vendors on terms, conditions, and pricing; analyzes bid and proposal responses for responsibility and responsiveness.
  • Prepares and submits Commission agenda items to department directors and/or the City Manager related to contract awards and other procurement-related City Commission action items.
  • Administers and conducts meetings (agenda review, bid conferences, evaluation meetings, negotiation meetings, etc.) and interacts with administration, departments, and outside agencies regarding procurement-related matters.
  • Serves as a consultant to departments for the sourcing and acquisition of commodities, services, construction, and professional services including CCNA; provides training and guidance to City personnel and vendors regarding procurement policies and procedures.
  • Maintains accurate records related to the procurement of goods and services in compliance with Florida's Public Records law.
  • Prepares statistical reports of historical usage, costs, savings, and feasibility of new programs or other reports as assigned; establishes/revises division policies, procedures, and priorities; develops and recommends new systems and procedures relating to procurement activities.
  • Reviews repetitive purchases for incorporation into contracts that are economically advantageous, such as consolidating annual requirements for commodities common to several City departments.
  • Coordinates contract preparation, execution, implementation, and administration, including obtaining legal review and approval when required.

Typical Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's degree (Master's Degree preferred) from an accredited college or university in Business or Public Administration, Business Law, Finance, Purchasing, or a closely related field.
  • Five (5) years of municipal government procurement experience with a minimum of three (3) years of supervisory experience or an equivalent combination of education, training, and experience.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
  • Certification from an accredited public procurement association as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Procurement Professional (NIGP-CPP), or equivalent is preferred.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of public procurement principles, ethics, methods, and procedures including legal requirements of government procurement; contract law, terms, and conditions.
  • Knowledge of the principles, practices, and techniques of administration, organization, budget preparation, personnel management, leadership, training and development, financial administration, and public relations.
  • Skill in effective oral and written communication; Ability to develop effective and cooperative working relationships with key internal and external stakeholders; Ability to use appropriate judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature.
  • Ability to accurately and impartially evaluate bid responses and vendors; negotiate contracts; write technical specifications/scopes of work, competitive solicitations, contracts, reports, memos, and agenda items; analyze best-value, and market conditions and make appropriate recommendations.
  • Ability to deal effectively with the general public, City leadership, and other City employees; exercise independent judgment and decision-making when analyzing complex problems and recommending solutions; work under pressure to manage simultaneous tasks and projects and to meet deadlines; maintain high standards for professional and ethical conduct.
  • Recognize policy and procedural shortfalls and recommend changes to improve City-wide procurement efficiency.
  • Ability to identify and implement information technology solutions that enhance business practices, and procurement automation systems. Ability to proficiently use computer software including Microsoft products, ERP systems, and procurement automation software.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

WORK HOURS
Monday - Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
