Under the general direction of the, Purchasing & Contracts Manager the Assistant Purchasing and Contracts Manager is responsible for planning, managing, directing, and coordinating the activities and operations of the City's centralized purchasing, and contracts division in a manner to ensure meeting all ethical and legal requirements while ensuring economy, efficiency, and effectiveness. Assists in special projects, provides; performs complex professional and technical work and provides business and contractual advice to departments and divisions related to solicitation methods, contracting processes and legal and ethical mandates; recommends policy for procurement matters; makes presentations to City Commission; prepares various reports and develops procedures as appropriate.
Acts as the Purchasing & Contracts Manager in his/her absence.
Assists the Purchasing and Contracts Manager in managing the citywide purchasing functions for goods, services, construction, architectural, and engineering professional services.
Performs professional duties analyzing and developing Request for Bids, Request for Proposals, Request for Letters of Interest, and other forms of solicitations as appropriate.
Assists in planning, supervising, and coordinating department work though a group of professional and administrative office support personnel.
Provides technical expertise regarding assigned functions; formulates and develops policies and procedures; interprets and directs the implementation of compliance activities regarding laws and procedures mandated by policy and ethical conduct.
Directs, oversees, and participates in the development of the purchasing and contracts division work plan; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work productivity, methods, and procedures.
Prepares, reviews, and revises contracts involving the purchase, acquisition, or disposal by the City of goods and services.
Assists in the development of complex requests for proposals, invitations for bids, subcontractors, and multi-year procurement packages involving construction projects, capital improvement projects, professional consultant services, and facility maintenance projects.
Drafts and reviews contract amendments, modifications, change orders, and extensions; prepares reports, letters, and memoranda to facilitate action contracts.
Negotiates contract terms and conditions with vendors; ensures all contracts and contractors comply with legal requirements and City policies.
Administers City contracts, including large, long-term contracts such as facilities, copiers, communications, and technology contracts; interprets the terms of contracts.
Implements, manages, and maintains a contract database in compliance within City guidelines; ensures information entered in the database is current and correct and that database tracks all contracts, related information, and documents.
Assists in the preparation and review of City Commission purchasing agenda items prepared by City staff; advises and counsels staff regarding items prior to presentation to the department director for approval; attends City Commission meetings as needed to answer questions on Procurement items.
Manages and maintains the City's internal policies and procedures relating to contract management; recommends changes to the policies and procedures to accommodate regulatory, legislative, and procedural changes.
Performs related work as required.
The employee's Department Head will determine who will be required to work.
