Job Summary
The Purchasing Manager sources and evaluates suppliers, processes purchase orders, and ensures timely delivery of goods. The role requires critical evaluation of suppliers, products, and services, negotiating the best deals while maintaining quality. Meticulous record-keeping and budget management skills are essential, as is a keen business sense.
Job Duties and Responsibilities:
- Procurement Strategy: Develop and implement a procurement strategy tailored to the specific needs of each construction project, considering factors like project size, scope, and budget.
- Supplier Selection: Identify, evaluate, and select suppliers, subcontractors, and vendors.
Establish and maintain relationships with them to secure timely and cost-effective procurement.
- Material Sourcing: Source and purchase construction materials, equipment, and supplies necessary for the project. Negotiate pricing, terms, payment terms and delivery schedules with selected vendors and buying groups (CBUSA and BIA).
- Cost Management: Monitor and control procurement budgets, ensuring that costs remain within the allocated budget for each project.
- Quality Control: Collaborate with the project management team to ensure that materials and equipment meet the required quality and safety standards. Implement quality control measures and address any quality issues promptly.
- Contract Management: Draft, review, and negotiate contracts with suppliers and subcontractors, including terms and conditions, pricing, delivery schedules, and payment terms. Ensure compliance with legal and regulatory requirements.
- Inventory Management: Oversee the storage and management of construction materials, warehouse stock, and equipment, ensuring that inventory is adequate, secure, and well- organized. Maintain records of goods ordered and received.
- Risk Management: Identify potential risks in the supply chain that could impact construction timelines and budget. Develop contingency plans to mitigate these risks.
- Team Management: Supervise and lead a team of procurement professionals and collaborate closely with the warehouses and construction management teams.
- Develop and implement Standard Operating Procedures (SOPs) to efficiently manage overstocked materials, address misordered inventory, and optimize procurement processes from vendor selection to inventory management, ensuring streamlined, compliant, and cost- effective purchasing operations.
- Review sets of Plans, Building Specifications, and Vendor Scopes of Work with Division Construction/Purchasing personnel.
- Ensure – via process or accountability, that contracted quantities are field verified.
- Prepare and process requisitions and purchase orders for supplies and equipment.
- Review purchase order claims and contracts for conformance to company policy.
- Analyze market and delivery systems and assess present and future material availability.
- Develop and implement purchasing and contract management instructions, policies, and procedures.
- Establish system and/or procedures to accommodate Variance Purchase Orders (VPO’s).
- Resolve vendor grievances and claims against suppliers.
- Represent company in negotiating contracts and formulating policies with suppliers.
- Review, evaluate, and approve specifications for issuing and awarding bids.
- Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies.

Qualifications and Requirements:
- Bachelor's degree in business administration, supply chain management, or a related field, preferred.
- Minimum of three (3) years verifiable experience in the construction trade.
- Moderate to advanced experience working with Builder Trend, preferred.
- Ability to read and understand blueprints.
- Proficient in Microsoft Office Suite and other computer software programs.
- Excellent math skills.
- Exceptional oral and written communication skills.
- Ability to work in a fast-paced environment.
- Demonstrate exceptional attention to detail to ensure precision in procurement procedures, budget administration, and maintaining records.
- Flexibility to work in a changing environment with a growth-oriented company.

Pay: $85,000.00 - $95,000.00 per year
