REQUIREMENTS AND PREFERENCES
The Broward County Board of County Commissioners is seeking qualified candidates for the position a Purchasing Manager to lead the new Vendor Management Office section within the Purchasing Division. Broward County's Purchasing Division has been nationally recognized, receiving the National Institute of Government Procurement's Outstanding Agency Accreditation Award (OA4), and the National Procurement Institute's Achievement of Excellence in Procurement Award. Additionally, it has received the Florida Association of Public Procurement Officials, Inc. (FAPPO) Award of Excellence in Public Procurement.
This position will manage Broward County Purchasing Division's new Vendor Management Office (VMO). The VMO goals include promoting strategic procurement for Broward County, support process vendor improvements and effectiveness, enable cost savings, and reduce processing times and risks.
This position will play a key role in developing strategic plans, provide data analysis, contract management, support internal customers and vendors. This position will also play a key role in identifying and improving procurement performance across the County and/or within individual departments and divisions, etc.
The ideal candidate will be responsible for receiving and responding to vendor inquiries, meeting with vendors, and facilitate the dissemination of information regarding business opportunities in Broward County; via web sites, conferences, and other appropriate means with the goal of increasing interest and enhancing competition.
Further, this candidate will undertake marketplace research to support the development of procurement strategic plans, provide feedback to vendors and assist in arranging training on topics such as Supplier Relationship Management, Strategic Sourcing, etc. Additional duties may be assigned.
General Description:
Administrative and supervisory work coordinating the procurement operations of the County's central purchasing system.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.
Requires six (6) years in a large centralized purchasing operation including four (4) years in public sector purchasing and supervisory experience involving either projects or staff or closely related experience.
Preferences:
- Master's degree or higher from an accredited college or university with major coursework in public or business administration or closely related field.

- Advanced experience in Government Procurements for Professional Services: Architectural & Engineering Services; Construction; Information Technology or any equivalent experience

Implements the principles and practices of procurement, including market factors such as availability, sources of supply, trends, pricing structures, grades and qualities that impact the procurement of assigned commodities and services, and apply this knowledge to make effective purchases and to resolve associated problems.
Communicates effectively, both orally and in writing.
DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Supervises staff to ensure that assigned responsibilities are completed accurately and on a timely basis; reviews agenda reports being submitted to the Board of County Commissioners for quality control.
Researches and makes recommendations regarding legitimacy of sole source/sole brand requests; researches and/or coordinates responses in respect to whistleblower complaints and possible suspension and/or debarment of vendors.
Conducts procurement related training to both purchasing and non-purchasing County staff; reviews drafts and completed work product at various stages; assigns work (Requisitions) to Purchasing Agents.
Performs employee evaluations and assigns goals for upcoming year; approves contracts and purchase orders depending on delegated approval authority.
Actively participates in meetings at various levels regarding potential, planned and in progress projects.
Drafts division policies and procedures; provides procurement related direction/recommendations to both purchasing and non-purchasing County staff; benchmarks various division policies and outputs to determine best practices and makes recommendations to top management.
Performs related work as assigned.
