This position reports directly to the Operations & Maintenance Administrator and oversees all fleet service operations: acquisition, maintenance, repair, overhauling, and scheduled replacement and disposal of County equipment and vehicles; and is responsible for the supervision of staff in the Central Shop Department. The position allocated to this class manages equipment repair and replacement fund providing cost recovery, rental rate, evaluation and equipment for the efficient and effective operation of the County Engineers' Equipment and Vehicle Maintenance Shop and outlying facilities.

TOTAL COMPENSATION:$79,806 - $111,700 annually.Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
- Oversees the acquisition, repair, maintenance and disposal of the Spokane County Public Works fleet.
- Works as a team member with the Road Maintenance Supervisors, supporting their equipment needs and projects.
- Interacts with equipment suppliers, salespeople, upper management, County leadership and the public.
- Manages ER&R fund budget.
- Manages the Equipment Rental and Revolving Fund for Public Works, which provides vehicles, equipment and maintenance for those vehicles and equipment to various departments located throughout Spokane County.
- Manages Fleet Maintenance programs and personnel to provide safe and serviceable vehicles and equipment to all customers.
- Interacts with vehicle user groups to determine their vehicle/equipment needs.
- Ensures the Road Districts and user groups have efficient, reliable vehicles and equipment that meets their current and future needs.
- Plans, develops and executes a vehicle and equipment purchase/replacement schedule.
- Understands how to spec, price and purchase vehicles and equipment in a government environment.
- Determines the need and benefit of out-sourcing vehicle repairs and services.
- Reviews and processes purchase requisitions for parts and supplies.
- Maintains equipment records in accordance with federal, state and local requirements.
- Oversees and directs the equipment maintenance supervisors.
- Oversees the parts department.
- Meets with vendors regarding parts, equipment and rentals.
- Administers specific clauses of pertinent the labor contracts; and hires, disciplines and discharges personnel as needed based on County Policies and the labor contract.
- Coordinates training for shop technicians.
- Plans, organizes, supervises and evaluates the work of subordinate employees to include counseling of employees and monitoring the adherence to policies and procedures.
- Ensures adherence to union contracts and agreements.
- Reviews financial/budget reports and prepares annual operating budget.
- Oversees the fleet management information system.
- Performs other related duties as required/assigned.
- Associate's degree from an accredited college or university in Fleet Management, Automotive Technology, Business Management, or a related field with extensive knowledge of fleet maintenance shop operations.
- Five (5) years of experience of managing fleet equipment repair facilities and equipment specification writing and acquisition or an equivalent combination of education, training and/or experience (equivalent to 7 years) that provides the required knowledge, skills and abilities to perform the work.
- Possession of a valid Driver's License at time of hire and for the duration of employment.
- Knowledge of the principles and practices of managing a mixed use vehicle/equipment fleet.
- Knowledge of running a centralized fleet maintenance facility and additional shops throughout the county.
- Knowledge of business practices applicable to shop management; ability to plan and supervise the work of others; ability to establish and maintain effective working relationships within both the manager group and the labor groups.
- Knowledge of purchasing vehicles in a public-sector environment.
- Knowledge of collective Bargaining Agreements.
- Knowledge of applicable local, state and federal laws, rules, and regulations.
- Knowledge of equipment maintenance operations.
- Knowledge of safe work methods, principles, and practices.
