Overview
The Department of Finance & Administrative Services (FAS), Fleet Management Division (FMD) is seeking qualified candidates for a Fleet Design and Procurement Managerposition (Manager 2, General Government). The successful candidate will oversee teams comprised of highly skilled and technical professionals tasked with designing, purchasing, and preparing every vehicle for City service. This is a rare and exciting opportunity to join the FMD leadership team in advancing industry innovations to make cost-effective and environmentally responsible fleet decisions.

About Us
FAS is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.

The 450-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions, like managing 120 City facilities—including police and fire stations—coordinating logistics and emergency management and making sure minority-owned businesses can equitably compete for City contracts. FAS is a collaborative workplace with collective accountability to promote equity, respect, civility, integrity, inclusiveness, and fairness for all employees.

FMD purchases, maintains and repairs nearly 4,100 vehicles and equipment that supports the delivery of city services. FMD manages a vehicle capital replacement fund to purchase new vehicles and maintains five major maintenance facilities to support repairs and maintenance on equipment. FMD also manages over 30 fueling sites and a centralized motor pool for use by all city employees. FMD is leading strategies to meet the City’s goals to reduce fleet emissions by 50 percent by 2025 and aim for a fossil fuel-free fleet by 2030.

Job Responsibilities

Fleet Design and Procurement. Lead, delegate and implement equipment Design and Procurement processes. The City’s fleet rotation requires between 250-400 annual vehicle replacements. This is a working management position that will carry a portion of replacement projects to engineer. The position is also tasked with advising on standardization in Design and use of alternative fuels, while also balancing the needs of interagency customer departments.

Fleet Disposal and In-Service. Oversee the Capitalization Shop, a specialized and technical team responsible for the City’s fleet rotation of retiring end-of-life equipment and upfitting new equipment. Process improvements are currently in progress, and this position is entrusted with providing leadership and collaborating closely with the Capitalization Shop Crew Chief to identify ways to streamline workflow and enhance productivity.

Policy Development and Adherence. FMD's subject matter expert, this role ensures that equipment purchases adhere to Purchasing policies and mayoral Executive Orders, facilitating the City's transition to a green fleet. This involves providing interdepartmental education and advocacy to promote key fleet initiatives. Also collaborates with the Fleet leadership team to discuss and adjust fleet operational and administrative policies as necessary to enhance efficiencies.

Contract Development and Vendor Management. Primary liaison for vendors supplying the City with equipment and upfitting services. Works with the FAS Purchasing Division to develop multi-year procurement contracts to establish authorized vendors. Negotiates equipment allocation and pricing.

Budget Monitoring. Ensuring responsible stewardship of City resources, this role focuses on maintaining adequate replacement funds for each vehicle procurement, which translates to a significant $30 million annual impact on the capital budget. The position evaluates equipment purchases to ensure alignment with budgetary constraints and offers insights into industry developments affecting procurement and expenditure plans. Moreover, it identifies opportunities to maximize savings whenever feasible.

Technology Innovation. FMD is upgrading asset management systems to enhance the accuracy and efficiency of evaluating equipment life cycles, maintenance programs, and fuel efficiencies, among other decision points. This position will serve as the Engineering subject matter expert on vehicle classifications, offering guidance to ensure accurate classification of vehicle records and appropriate classification of any newly acquired equipment into the City fleet.

Qualifications

Minimum Qualifications

  • Bachelor's degree in business, public administration, disciplinary science or a related field

AND

  • Three years of experience in the automotive industry or government fleet management

OR

  • Five years of experience in the automotive industry or government fleet management.

Other combinations of education, training and experience that provide an equivalent background required to perform the work of the class will be considered.

Licenses

  • Valid WA driver’s license and satisfactory driving history is required.

Desired Qualifications

  • Experience with public procurement, specifically vehicles or other large assets
  • Supervisory experience in a fast-paced operations environment

Additional Information

The full salary range for this position is $47.85 - $71.80 per hour.

Work Environment
This position allows for the flexibility of a hybrid work schedule. Employees will be required to work in Washington State within a reasonable commuting distance and come into the office in Seattle at least twice a week. Individual schedules will be agreed upon by the employee and their supervisor.
