Public Works Director

Facility Management

Department of Administration

Hourly Wage: $39.82-$44.82/Regular/Full-Time/Supervisory


Serves as the Public Works Director for the Yakama Nation planning, organizing, directing, and evaluating facilities, services, and Public Works functions. Responsible for the design construction, renovation, rehabilitation, alteration, maintenance, and management of real property and facilities; field operations, program implementation, oversight, and direction of the operations of multiple wastewater collection systems, oversight, and direction of the Solid Waste Program.


Examples of Work Performed:

Oversees all aspects of tribal infrastructure maintenance and janitorial services.

Develop and implement plans for infrastructure improvements and upgrades following budgetary constraints and program needs.

Ensures compliance with environmental regulations, building codes, and safety standards in all projects and activities.

Manage procurement and contracting processes for Public Works projects, including vendor selection and bidding procedures.

Prepare or direct the preparation of feasibility studies and/or analysis reports as they relate to the construction, inspection, maintenance, or repair of Tribal facilities and BIA facilities, and the Public Works infrastructure associated with these facilities.

Establish planning goals; set and communicate priorities to supervisors; provide general direction and oversight related to the activities of personnel engaged in construction, inspection, maintenance, and repair of multiple systems, facilities, and related appurtenances.

Manage a team of professionals and support staff to ensure efficient and effective Public Works operations.

Monitor and inspect the progress of projects in the field; evaluate the level of service provided as a basis for making improvements to productivity, and cost-effectiveness; evaluate work methods and procedures, staffing, equipment, scheduling practices, productivity, and cost, as guides to improve practices.

Responsible for the preparation and presentation of each annual budget administering multiple budgets to ensure expenditures comply with applicable rules, regulations, and policies for each specific budget or contract, managing cost overruns, preventing budget shortfalls, and ensuring compliance with record-keeping requirements.

Determine the scope of work for contracts; develop requests for proposals; evaluate and select contractor proposals; ensure compliance with the terms and conditions of established contracts.

Collaborate with other local, state, and federal agencies to coordinate infrastructure initiatives to address Yakama Nation Solid Waste issues, tribal water systems, and wastewater treatment systems for upgrades and grant purposes.

Write grant proposals to secure grant funding to support the Solid Waste Program, wastewater treatment, and other activities that may qualify for grant dollars.

Provide leadership working with managers, supervisors, and staff to implement day-to-day tasks to accomplish service expectations. Establish performance requirements, regularly monitor performance to identify improvement and development needs; ensure compensation is commensurate with responsibilities and performance; enforce disciplinary action, to address any performance deficiencies.

Monitor and evaluate the facility management program and services to identify areas for improvement and recommend changes as needed.

Manage the administrative, technical, and policy aspects associated with facilities services, and Public Works functions. Manage allocation of work hours to various projects and provide documentation or work products/activities to support the distribution of project funds. Ensures project expenditures and allocation of work hours are apportioned to the appropriate funding source (indirect charges, 638 funds, and tribal accounts). Ensure that costs are appropriate and consistent with federal rules and regulations.

Require independent judgment on technically complex issues, requiring considerable construction experience, knowledge of engineering principles, and professional level management skills.

Collaborate with Law Enforcement and Homeland Security to create and implement emergency response

plans to address natural disasters and other public emergencies.

Collaborate with federal, state, and local agencies on projects related to various functions under the purview of this position to protect the interests and legal standing of the Yakama Nation, requiring effective communication with governmental entities and a strong working knowledge of tribal and federal laws, regulations, and policies.

Stay up to date with developments in Public Works technology and best practices to ensure the department remains innovative and progressive.

Knowledge, Skills and Abilities:

Knowledgeable of Yakama Nation's Treaty, tribal government, culture, traditions, and history.

Knowledgeable of Federal, State, and local laws, regulations, and codes, applicable to assigned areas of responsibility.

Knowledgeable of all aspects of construction, (foundations, framing, plumbing, electrical, HVAC, and finishing).

Knowledge of safe working practices and safety equipment related to work.

Knowledgeable of the principles, practices, and methods of resource management and pollution prevention/pollution control related to solid waste management.

Knowledge of the legal aspects of real estate leases and rental agreements.

Skilled in the principles, practices, and techniques involved in the construction, inspection, maintenance, and operation of tribal government and community Public Works facilities.

Skilled in the principles and practices of budgeting, purchasing, and maintenance of public records.

Skilled in the principles and practices of effective personnel management and supervision.

Skilled in the use of computer and software applications related to work.

Skilled in property management principles, methods, and practices.

Skilled in the methods and practices of construction project planning, budgeting, and accounting.

Ability to prioritize projects based on their importance, urgency, and available resources.

Ability to learn and understand government systems that include timekeeping and accounting.

Ability to research grant opportunities and prepare grant proposals in collaboration with the Accounting Group and develop working relationships with funding agencies.

Ability to communicate effectively both orally and by written communication; write clear and concise reports, memorandums, committee actions, and give presentations to Tribal Council.

Minimum Requirements:

Minimum of a Bachelor's Degree in Engineering, Public Administration, Architecture, Construction Management, or relevant field of study at a Journeyman level with a minimum of five years professional work experience. Related work experience of 10+ years and/or trade school may substitute in lieu of minimum requirements.

Good communication skills and capable of leading teams from specialized labor.

Must pass a pre-employment background check.

Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.

Required to pass a pre-employment drug test.

Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.

Preferred Requirements:

Master's degree in engineering, Public Administration, or a related field of study with a minimum of five years of professional experience in leadership, management, and budgeting.
