The Position: The Division Director of Community Health is an upper-level management position that oversees the administration of the entire Community Health Division by planning, organizing, directing, evaluating, and managing all aspects of the division. Reporting to the Administrator, the incumbent is expected to operate with considerable latitude utilizing sound judgment. Work is reviewed for professional competency and achievement of goals and objectives. The incumbent receives broad, long-term direction in terms of system-wide policy and advice for dealing with potentially major controversies, emergencies, or crises. This position is responsible for representing the Health District on local community, state, and national levels to advocate for and strengthen public health services for children and families. As a member of the Executive Leadership Team, the incumbent collaborates to set District priorities and chart the future course of the agency.
The ideal candidate is a dedicated, licensed medical professional, who has a passion for public health and community, enjoys working with others, and who brings humility and initiative to their work.
Hours: 40 hours per week - 100% FTE, requires occasional evening and weekend hours.
Status: Permanent full-time position.

The district provides medical and dental coverage contributing percentages of the average medical and dental insurance premium costs for full time employees as follows: Employee @ 100%, Employee & Spouse @ 90%, Employee & Child(ren) @ 90%, and Full Family @ 85%. Benefits include generous paid time off, and twelve paid holidays per year. Employees participate in the Public Employees Retirement System (PERS), a defined benefit retirement plan managed by the Washington State Department of Retirement Systems, and Social Security. A variety of deferred compensation retirement savings plans are also offered.
Other: This position requires in-person interactions with staff and members of the public. After a successful in-house trial service period, typically after three months, a hybrid remote work agreement may be established as mutually beneficial.

Essential Functions
  • Works with the Executive Leadership Team (ELT) and the Kitsap Public Health Board (KPHB) to develop and achieve local public health goals that will make Kitsap County a healthy and safe place to live, learn, work, and play.
  • Acts as a liaison between division staff and the Administrator, Health Officer, and the Kitsap Public Health Board (KPHB); communicates directly with the KPHB.
  • Provides leadership, general direction, administration and short and long-term planning and evaluation for the division.
  • Directly supervises the Assistant Division Director of Community Health, and other programs as needed.
  • Organizes, supervises, and evaluates the work performance of staff, facilitates conflict resolution, and maintains a positive work environment which encourages staff initiative and team participation.
  • Administers the division budget and oversees staffing for the Community Health Division programs. Supports budget requests to the ELT and KPHB. Tracks budget status to ensure that revenues are in line with expenditures during the fiscal year.
  • Evaluates staffing needs and may propose elimination or establishment of positions or reorganization of the division as necessary.
  • Assures that care provided within the Community Health Division is client/family centered, culturally competent, and respectful of individual needs and preferences.
  • Plans for public health services with community and organizational team involvement.
  • Works with the Assistant Division Director and Program Managers to define the mission, objective, and strategies for each program.
  • Works with state organizations that will benefit the mission of Kitsap Public Health District, which may include the Washington State Association of Local Public Health Officials (WSALPHO), the Community Health Leadership Committee (CHLC), and boards of other non-profits which are mission aligned.
  • Provides counseling regarding disciplinary matters to supervisors with appropriate consultation with the Human Resources Manager and the Administrator.
  • Represents the District's interests on community and state level committees and boards. Communicates with the Kitsap Public Health Board, Board of County Commissioners, municipalities, local, state, and federal agencies, and the public through presentations, written materials, and direct interactions.
  • Completes timely and accurate random moment time surveys to comply with the contractual requirement of Medicaid Administrative Match. Serves as super user providing quality assurance for staff reporting.
  • Reviews legislation as it impacts District programs. Performs advocacy activities by communicating directly with federal, state, and local officeholders directly on official District business and advocating only the District's official position or interests of the District, as assigned by the Administrator.
  • Participates in policy development and program design with written, identified needs and goals.
  • Works with epidemiology staff to initiate program evaluation in all Community Health Division programs.
  • Works with the epidemiology staff and the Infrastructure Division Director to ensure that the Community Health assessment and Community Health prioritization processes are implemented according to determined timelines.
  • Collaborates with others including health care providers, community leaders and organizations to implement plans, and evaluate current services in the community and department.
  • Identifies program needs and opportunities through analysis of laws, codes, regulations, research, peer group communication, and experience. Creates, reviews, and approves summaries and/or reports which provide information and program justification.
  • Develops, proposes, and advocates programs and projects including budgets, resource needs and sources, priorities, and standards.
  • Investigates, develops, and writes grant proposals. Monitors grant implementation, funding, evaluation, and reporting.
  • Participates in the selection of candidates for employment. Assists with staff development by being directly involved in interviewing and hiring, as well as participating in staff meetings, training sessions and counseling.
  • Works with managers and supervisors to ensure that staff is properly trained and assists with performance evaluation of employees for retention and promotion.
  • Assures own professional growth and development through reading, continued education, consulting with other professionals, and initiating involvement in community programs/committees.
  • Demonstrates professional responsibility by actively participating in appropriate professional organizations.
  • Works with Community Health Division programs to develop and implement their annual work plans.
  • Keeps current on and complies with HIPAA and other privacy regulations.
  • Serves as a resource person for staff; motivates and mentors staff in providing quality and appropriate quantity of work in assigned area utilizing resources efficiently; models and promotes team building skills among assigned staff.
  • Works both independently and within a collaborative team-oriented environment; contributes openly, disagrees respectfully, understands the ideas of others, listens well, and works for consensus.
  • Demonstrates cultural competency and embeds health equity into all aspects of assigned work and associated interactions.

  • Accurately completes, submits, and approves electronic timecards on a weekly basis as required.
  • Reviews and approves expense reimbursement and training request forms.
  • Establishes and maintains effective working relationships with coworkers, other District employees, and the public using principles of excellent customer service.
  • Responds to public health emergencies as required by the District.
  • Reports for scheduled work with regular, reliable, and punctual attendance.
  • Performs other duties as assigned.
WORK ENVIRONMENT & PHYSICAL DEMANDS
  • Work is performed primarily indoors in an office environment, with regular travel to attend meetings, conferences, seminars, etc.
  • Requires the ability to communicate with others orally, face to face and by telephone.
  • Requires manual and finger dexterity and hand-eye-arm coordination to write and to operate computers and a variety of general office equipment. Requires mobility to accomplish other desktop work, retrieve files, and to move to various District locations. Requires visual acuity to read computer screens, printed materials, and detailed information. Essential duties may involve occasional kneeling, squatting, crouching, stooping, crawling, standing, bending, climbing (to stack, store or retrieve supplies or various office equipment).
  • This is an overtime-exempt position, which may require working beyond the normally scheduled workweek, modifying existing work schedules, or flexing hours.
  • May occasionally be required to work a varying schedule which may include evenings and weekends.
  • May be assigned to provide on-call coverage, which may include evenings, weekends, and holidays.
  • Duties require carrying a cell phone or other electronic device as well as being available to work as needed to meet District needs, which may include evenings, weekends, and holidays.
  • Duties require flexing hours to work evenings and/or on weekends and holidays on a regular, rotation basis.
  • Requires the ability to alternatively sit and stand for sustained periods of time to deliver presentations.
  • Exposure to individuals from the public who are upset, angry, agitated and sometimes hostile individuals, requiring the use of conflict management and coping skills.
  • Frequently required to perform work in confidence and under pressure for deadlines, and to maintain professional composure and tact, patience, and courtesy at all times.
  • The environment is dynamic and constantly changing, resulting in continually re-evaluating and shifting priorities.
  • Requires the ability to lift and/or carry objects and materials weighing up to ten pounds. Occasionally, the incumbent in this position may be required to lift and/or carry objects and materials weighing up to twenty pounds. Rarely, the incumbent in this position may be required to lift and/or carry objects and materials weighing up to fifty pounds.
  • May be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

Education & Experience
  • Requires a master's degree from an accredited institution in nursing administration, health administration, public health administration, or Community Health nursing; and
  • Eight (8) years of progressively responsible and relevant professional experience, of which at least three years have been of recent relevant management experience; or
  • An equivalent combination of education, experience and professional certification may be qualifying, provided the individual's background demonstrates the knowledge, skills and abilities required to perform the duties of the position.
Knowledge or recent experience in local public health preferred.
Experience or the ability to develop knowledge of the cultures and communities of Kitsap County also preferred.
Knowledge of:
  • Effective leadership principles, managerial practices and group/organizational dynamics;
  • Principles and practices of management, including budgeting, personnel, planning, program analysis, and evaluation;
  • Principles of public relations and customer service;
  • Current literature, trends, and developments in administration and public health;
  • Project management, including planning, scheduling, monitoring, and problem solving;
  • Federal, state, and local laws and regulations relevant to assigned areas/program(s);
  • Trends, principles and practices within assigned specialized areas; and
  • Theories, principles, techniques, and practices of a specific professional field of study in public health related to the business unit(s) managed.
Skill and Ability to:
  • Provide effective guidance to staff through coaching, mentoring, training and delegation;
  • Communicate effectively both orally and in writing to include giving public presentations, addressing governing boards and community forums, and compiling written reports and speeches;
