The Overdose Prevention and Response (OP&R) Section ofPublic Health | Seattle & King County is seeking a Term-Limited Temporary (TLT) Project Program Manager IV | Overdose Prevention and Response Operations Manager to join our team!

As the Program Manager IV - Operations Manager on the Overdose Prevention and Response (OP&R) team at Public Health - Seattle & King County (PHSKC) you will play a pivotal role in supervising and coordinating various initiatives aimed at mitigating the impact of opioid overdose within the community. Your responsibilities will involve managing the operations of the work unit. This includes but is not limited to overseeing the work and Program Managers of key areas, including Training, Harm Reduction Clearinghouse, Naloxone Vending Machines, and the Overdose to Action - CDC grant. Collaboration with other team members such as the Community Initiatives Manager and the Opioid Settlement Coordinator will be essential to ensure a comprehensive approach to tackling the overdose crisis.
This position will serve as part of a leadership team in the Overdose Prevention and Response workgroup, which leads initiatives to reduce overdose deaths and improve the health of individuals who use drugs in King County. This position is a seasoned supervisor with experience supervising mid-level managers in human services and/or public health. The successful applicant will have a strong history of managing, developing, and monitoring budgets; Request for Proposal development; contract execution and monitoring; and grant development and management. Applicants should have a strong background in community engagement, including working with those with lived experience from diverse backgrounds.
This is a Term-Limited Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for two (2) years.
This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Location:

Chinook Building; 401 5th Ave, Seattle, WA 98104, USA

The work associated with this position will be performed remotely and on-site for meetings as needed and occasion in-person work either in the office or off-site with community partners.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Work Schedule:
This position works Monday-Friday, 8:00am - 5:00. However, there may be evening or weekend hours as sometimes meetings and trainings with partners and community members need to be held outside of standard business hours. These hours are subject to change with advance notice.
Supervision and Management:
  • Directly supervise and manage the work and Program Managers for Training, the Harm Reduction Clearinghouse, Naloxone Vending Machines, and the Overdose to Action - CDC grant. Provide guidance, support, and mentorship to ensure the effective execution of program objectives and adherence to established protocols.
  • Manage and coordinate the operations of the OP&R Team in coordination with Fiscal and Administrative staff. Ensure contracts and Requests for Proposals (or other procurements) are executed in a timely manner. Ensure the team meets funders' contractual requirements, including completing deliverables on time and within budget. Ensure contracts are managed and monitored in compliance with federal and local regulations (such as passing audits of records related to use of funding).
  • Serve as Principal Investigator (PI) or co-PI on the Overdose to Action grant, providing organizational leadership, program support, and overall system alignment for the project.

Program Coordination:
  • Coordinate closely with team members, including the Community Initiatives Manager and the Opioid Settlement Coordinator, to ensure alignment of efforts and resources towards overarching goals of Overdose Prevention and Response. Facilitate regular communication and collaboration to optimize program outcomes.

Strategic Planning:
  • Participate in the development and implementation of strategic plans for Overdose Prevention and Response initiatives. Contribute to the identification of emerging trends, best practices, and opportunities for innovation within the field of Overdose Prevention and health for individuals who use drugs.

Stakeholder Engagement:
  • Cultivate and maintain relationships with key stakeholders, including community organizations, government agencies, healthcare providers, and advocacy groups. Collaborate with external partners to leverage resources, share knowledge, and enhance the impact of Overdose Prevention efforts.

Data Analysis and Reporting:
  • Work with epidemiologists, evaluators, and Program Managers to ensure the collection, analysis, and interpretation of data related to program outcomes. Ensure relevant data and metrics for the Overdose to Action grant, supply distribution, and trainings are recorded and reported on.
  • Prepare comprehensive reports and presentations to communicate findings and progress to partners and funders.

Resource Management:
  • Together with staff, manage budgets, grants, and other financial resources allocated to Overdose Prevention and Response programs. Ensure efficient utilization of resources while adhering to budgetary constraints and regulatory requirements.

Quality Assurance and Compliance:
  • Establish and maintain quality assurance processes to monitor program performance and ensure compliance with King County standards and federal and local funder requirements. Implement corrective actions as needed to address any identified deficiencies or gaps.
  • Bachelor's degree in public health, social sciences, or a related field. (Education requirement may be substituted by at least 7 years of experience in program management, with a focus on public health initiatives and Overdose Prevention preferred.)
  • 2-3 years of demonstrated experience in supervising and leading teams, with strong interpersonal and leadership skills.
  • Demonstrated experience using project management tools to organize and prioritize work quickly in response to changing needs.
  • Experience advancing racial equity and social justice principles, practices, and policies that address the effects of place, race, policy, and systemic inequities on communities and populations.
  • Demonstrated ability to coordinate multi-disciplinary initiatives and collaborate effectively with partners who represent a diverse array of communities.
  • Excellent analytical skills, with the ability to interpret data and inform evidence-based and data-informed decision-making.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines simultaneously.
  • Knowledge of public health policies, regulations, and best practices related to opioid Overdose Prevention, drug user health and treatment/services for individuals with substance use disorders.
  • Commitment to promoting health equity and addressing social determinants of health.
  • Individuals with lived experience with substance use disorders are encouraged to apply.
Desired Qualifications:
  • Five years of supervision in middle or upper-level management in human services and/or public health.
  • History of overseeing federal grants from inception to closeout.
  • Experience writing funding proposals, research briefs, and/or peer-reviewed articles.
