Summary

King County - Department of Local Services, Road Services Division (RSD) is looking for an experienced and knowledgeable Project Program Manager II (PPM II) to join the Roads Maintenance Team in a One Year Special Duty Assignment. Job Duties

  • Coordinate the work of one Uplift NW Crew in White Center, Skyway, Vashon Island, and other locations TBD.
  • Develop and distribute daily dispatch instructions to Uplift crew.
  • Safety oversite of Uplift crew to ensure work is performed safely.
  • Preparation and coordination of internal review of new bodies of work proposed for the crew (In collaboration with Field Ops Manager, Safety Manager, Traffic Engineer).
  • Monitor scope, schedule and budget of contract or project and report results.
  • Aid the Adopt a Road (AAR) Program Coordinator.
  • Gather and analyze data.
  • Respond to inquiries related to programs or projects.
  • Perform data analysis independently or as assigned.
  • Monitor financial indicators on behalf of program.
  • Produce monthly/quarterly work program or budget reports.
  • Write reports or issue papers summarizing analysis or research.
  • Work in collaboration with planning unit-10 to document and prioritize Roads crew facility maintenance needs.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Are able to communicate effectively, in various forms, with individuals of diverse backgrounds, and at all levels of the organization.
  • Have the ability to use innovative thinking and identify best practices to approach problems, resolve conflicts, strong organizational skills and implement programs.
  • Knowledge of LEAN process improvement practices and other process improvement principals.
  • Is proactive and able to manage a high volume of diverse assignments and projects and can handle multiple competing priorities and maintain attention to detail.
  • Knowledge of project management techniques and principles.
  • Knowledge of general county project management processes and procedures.
  • Demonstrated skill and ability to use computers and software that supports delivery of work products and assignments including Microsoft Outlook, Word, Excel, Access, and PowerPoint.
  • Demonstrated skill and ability to work with county resources such as imap and other mapping tools.
  • Have meticulous grammar, editing and writing, presentation, and communication skills.

Supplemental Information

This is a Special Duty Assignment (SDA) and you must be a current King County employee who has passed their probationary period and must have permission from their supervisor to be eligible for the Special Duty Assignment.
PAY ON SDA PLACEMENT
Current employees selected for SDA will be compensated base on the provision of the Collective Bargaining Agreement or Master Labor Agreement for their base assignment if applicable.

WORK SCHEDULE
The work week is normally Monday through Friday, 7.00 a.m. to 4:00 p.m., but may at times require work outside of normal business hours. This full-time position is overtime eligible.

TELEWORKING REQUIREMENTS
This is a hybrid position. The work associated with this position will be performed by teleworking, field work, onsite work, and meetings as needed. The responsibilities of this position may include regular and ongoing in-office work involving in person customer service in accordance with the division's available customer service options.
Employees will have access to shared workspaces at various King County facilities.) Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of unincorporated King County.

Roads is responsible for 1500 miles of County-owned roads, 185 bridges, and related road right-of-way infrastructure in unincorporated King County. Additionally, the division owns and operates a large maintenance regional headquarter, 5 regional maintenance campuses and numerous satellite shops throughout the county. Unincorporated county roads support over one million trips per day as part of a larger, regional multi-modal transportation network.
