Summary
The Prevention Division of Public Health | Seattle & King County is seeking an Immunization Healthcare & Outbreak PreparednessProject/Program Manager III to join our team!
This is a career service position that reports to the Immunization Team Lead in the Communicable Disease Epidemiology and Immunization (CD-Imms) section of the Prevention Division. The Healthcare & Outbreak Preparedness Vaccine Lead is responsible for providing technical assistance and serving as an immunization resource to the healthcare sector, ensuring the team's readiness to respond to vaccine preventable disease outbreaks, and providing administrative oversight of the Childhood Vaccine, Immunization Quality Improvement, and Adult Vaccine Programs.
The incumbent is also responsible for supervising a team of public health professionals, developing, and maintaining collaborative partnerships with the State Department of Health (DOH) and health sector partners, and conducting administrative duties as assigned. The position will work in close collaboration with the other Immunization Team Branch Leads as well as Emergency Preparedness and Community Health Services Division colleagues. Complex tasks are performed under limited supervision where general policies may not have been previously established and standard methods may not be available.
About The Communicable Disease Epidemiology and Immunization (CD-Imms) section:
The Communicable Disease Epidemiology and Immunization (CD-Imms) section resides within the Prevention Division of Public Health - Seattle & King County. The CD-Imms section focuses on three major functions: Disease Surveillance, Case Investigation, and Intervention (e.g., prevention of disease through immunization). The section is led by the Chief and the Deputy Chief and is composed of 4 teams: Investigations, Analytics and Informatics, Immunization, and Administration. We are a large, skilled, passionate team of ~100 FTEs that oversees 65+ reportable diseases and conditions (excluding TB, STD and HIV). Some of our work includes investigating cases and identifying other exposed persons requiring follow up; analyze disease report data and trends to identity opportunities for disease prevention; monitor emergency department visits for indications of outbreaks or biological terrorism; conduct influenza surveillance year-round. We also lead immunization strategies to increase vaccine uptake.. Cross-collaboration across teams is central to our workflow and each team supports one another to achieve the objectives of the section.

Work Location:
The work associated with this position will be performed mainly remotely; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule:
Monday through Friday, 8:00am to 5:00PM. These hours are subject to change with advance notice.
Job Duties
  • In collaboration with other Immunization Program Branch Leads, compose newsletters and provide technical assistance to healthcare partners, pharmacies, and mobile vaccine providers to ensure high quality vaccination practices and, as appropriate, compliance with federal vaccine program requirements.
  • Provide recommendations to CD-Imms section leadership and the Washington State Department of Health (DOH) related to vaccine allocations and healthcare provider vaccine orders, ensuring equitable distribution throughout King County.
  • Provide oversight to successfully carry out tasks and deliverables for the Childhood Vaccine Program, Immunization Quality Improvement Program, and Adult Vaccine Programs including assuring clinic site visits are selected, scheduled, and completed in accordance with CDC guidelines and policies.
  • Track data required for reports, such as Public Health vaccine depot orders filled, doses distributed, and the number and characteristics of health care providers enrolled in federal vaccine distribution programs.
  • Establish, maintain, and monitor vaccine provider contracts and process invoices.
  • Supervise two Education Specialists (site visitors), develop individual work plans, assign work and manage workloads, and provide regular feedback and annual performance evaluations.
  • Develop and coordinate work procedures and activities, including training staff in PHSKC vaccine depot operations and the storage and handling of vaccines under federal regulatory compliance.
  • Serve as an active liaison with Public Health Emergency Preparedness staff, DOH, and CD-Imms section leadership for the effective deployment of the strategic national stockpile of adult and pediatric vaccines should a Public Health emergency arise.
  • Train and supervise Medical Reserve Corps staff during a pandemic event or vaccine preventable disease outbreak.
  • Oversee Public Health vaccine depot operations including vaccine inventory management, picking, packing and transport of vaccines during a pandemic or outbreak.
  • Serve as a contact for emergency refrigeration/freezer equipment failure and respond to vaccine storage unit temperature excursions the Public Health vaccine depot.
  • Develop and document plans to identify priority vaccine response activities as guided by the Department's emergency and diseases outbreak guidelines and the Emergency Preparedness Program's medical countermeasures and outbreak response plans.
  • Share the latest information on local vaccine preventable disease outbreaks, guidance, and vaccination guidelines with King County healthcare providers.
  • Support cross-training and build redundancy within the Immunization Team to be able to meet the department's obligation for emergency response while ensuring continuity of routine operations.

Experience, Qualifications, Knowledge, Skills
  • Two or more years of progressive supervisory and management level experience.
  • Knowledge of public health, immunizations, program management, continuous quality improvement and evaluation.
  • Experience developing formal working relationships (e.g., Contracts and Memorandums of Understanding, etc.)
  • Demonstrate understanding of the effects of place, race, and policy and systems-based inequitiesas they relate to the domestic healthcare system.
  • Demonstrate skill in synthesizing complex information and translating it into clear and concise policy documents.
  • Demonstrate excellent written and oral communications skills, including preparation of policy briefs, recommendations, and presentations to the public, media, healthcare providers and organization leadership.
  • Experience developing creative and workable solutions to complex problems and policy issues.
  • Strong interpersonal skills, including the ability to work with people under pressure, negotiate among multiple stakeholders, resolve conflicts, and establish and maintain effective and collaborative working relationships with colleagues.
  • Ability to manage projects, coordinate workgroups and meetings, and serve as a team lead.
  • Ability to prioritize time and manage multiple project deadlines and demonstrate flexibility to pivot within the context of a rapidly changing environment or as needed during emergencies.
  • Ability to exercise judgment and work independently with minimum supervision.
  • Ability to work cooperatively in a team environment.
  • Knowledge of Microsoft Office 365 applications such as Outlook, Word, Excel, PowerPoint and Teams.

Desired Qualifications:
  • Knowledge of federal vaccine distribution programs.
  • Knowledge of governmental contracting and regulations related to the purchase of services for publicly funded health services.
  • Demonstrated knowledge of legal, risk management and liability issues associated with contracting.
  • Knowledge of public health principles and the determinants of population health and application within a local health department.
  • Knowledge of the systemic issues of vaccine access and provision in King County, including the current policy context, and relevant programs, agencies, and health system partners.
