Summary
Position Summary
Community Health Services (CHS) Division in Public Health is seeking a Term-Limited Temporary (TLT)/Special Duty Assignment (SDA) Racial Equity Budget and Services Analysis (REBSA) Project/Program Manager I to manage and support the racial Equity Budget and Services Analysis, a high priority body of work related to the impact of the general fund deficit on Public Health. Responsibilities of this role include day-to-day project management, administration and implementation of all aspects, activities, and deliverables outlined in the REBSA framework and serve as the central point of contact for staff, community, and thought partners. The role will be supervised by the Equity, Inclusion, and Belonging (EIB) Manager for CHS, and will work closely with the REBSA design team, steering committee, and additional partners.

Background
The purpose of CHS Division is to strengthen King County's safety net services and partnerships to deliver racially just and responsive health care for historically underserved communities. CHS provides direct services through its Public Health Center system (with clinics and other locations across the county), as well as assuring access to quality health-care services through partnerships and regional programs. CHS is a large family, with more than 600 employees, across many roles and Services.
Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last one year. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.
This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule: This position is non-exempt and subject to the provisions of the Fair Labor Standards Act and is overtime eligible. This is a full-time position, and the typical work week is Monday - Friday. Work schedule will be determined at time of hire, may vary based on operational needs, and may occasionally include evening and weekend hours.
At Seattle/King County Public Health we strive to be accessible to those we serve and our partners. This position may require flexibility to accommodate different work schedules and work locations.
Work Location: The majority of this work will be performed via telecommuting. This position is based at the Chinook Building in downtown Seattle at 401 Fifth Avenue, Seattle, WA, 98104. Some travel to locations throughout King County may also be required. However, there may be a need for more in-person work in the future, depending on business needs.
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Job Duties
Applying equity, racial, and social justice (ERSJ) principles is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply ERSJ principles that exemplify shared values, behaviors, and practices to all aspects of the work.
The REBSA PPM I will bring exceptional project management and administration skills, along with creativity, enthusiasm, and strong collaborative, interpersonal abilities to:
• Provide day-to-day project management, administration and implementation of all aspects, activities, and deliverables outlined in the REBSA framework. The position will provide project management and support to a talented, collaborative team of staff who will be responsible for specific REBSA functions and tasks.
• Perform administrative support to the REBSA design team, steering committee, staff, and community partners, such as taking meeting notes, scheduling appointments, respond to email inquiries, compose, and prepare documents, and other correspondence, provide technical support for online engagements, and manage REBSA Microsoft Teams/SharePoint site(s).
• Develop and report REBSA progress measurements. This position will develop, measure, and report on the progress of deliverables as outlined in the REBSA to staff.
• Strategically guide and support the development and implementation of community and staff engagement activities and processes such as coordination and scheduling of several community focus groups (online, hybrid, in-person) and informational interviews with Black and Indigenous community-based organizations.
• Monitor REBSA budget. The position will assist in budget monitoring and developing course corrections for under- or over-spending related to the REBSA. The position may provide high-level quarterly financial reports to REBSA staff.
• Manage and oversee REBSA communication needs. This position will support and manage the identification, development, and maintenance of any REBSA related communication to ensure shared alignment, that common language is used, and language access and accessibility needs are prioritized when delivering communications to staff across the department, community, and external partners.
• Maintain and ensure confidentiality of sensitive information in all forms, written, verbal and electronic.
• Serve as the central point of contact and liaison for facilitators, engagers, participants, and REBSA partners.
Experience, Qualifications, Knowledge, Skills
The ideal candidate will have some combination of:
• Ongoing commitment to learning, understanding, and effective application of anti-racist and equity practices when working with Black, Indigenous, and People of Color communities, as well as LGBTQ, immigrant/refugee, and disability communities.
• A well-developed understanding of anti-racism/equity and social justice principles and experience leading, supporting, and facilitating teams that integrate equity, racial, and social justice as well as community-centered approaches into program design.
• Experience managing complex projects, assignments, and activities with competing deadlines.
• Advanced skills in using Microsoft Office 2010 and/or newer, especially Outlook, Word, Excel, and Teams/SharePoint.
• Ability to create short documents, emails or other correspondence as needed
• Capable of working independently or as part of collaborative, relational team(s).
