Summary
The Department of Local Services Road Services Division is seeking to hire a talented Project Program Manager II to join our records team at the King County Map and Record Center. This position will play a crucial role in facilitating transparency by managing the disclosure of public records while simultaneously safeguarding sensitive information and ensuring compliance with legal and regulatory frameworks. If you have expert-level knowledge of the Washington Public Records Act and other applicable statutes, are an exceptionally organized and driven individual with a passion for project management, record keeping/tracking with an eye toward process improvements, we want to hear from you.

As the largest division within the Department of Local Services, we are responsible for about 1,500 miles of roads, 182 bridges, and other related infrastructure in the unincorporated areas of King County. At any given time, we have 20-40 active road projects impacting a wide spectrum of communities and people.

Job Duties
To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
Applying is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Work with the department's public records officer to process record requests submitted under the Public Records Act (RCW 42.56); respond to incoming requests, perform complex exemption review, maintain confidentiality, work directly with requesters to clarify requests, and consult with the public records officer and counsel as necessary.
  • Answer in-person, phone and email inquiries about records maintained at the Map and Record Center and work independently to locate these records and make them available to members of the public.
  • Guide internal and external customers through the process of finding records using online resources such as MapVault and iMap.
  • Create and maintain databases and tracking reports to assist with the monitoring of all incoming and processed record requests and inquiries.
  • Assist with the creation, implementation, and maintenance of a centralized records management system for inventorying, maintaining, retrieving, storing, disposition, destruction, and archiving of County Road Engineer records.
  • Work with managers and the County Road Engineer to streamline workflows and processes relating to records management and develop recommendations for process improvements in alignment with county-wide records management protocols.
  • Proactively identify department records needs by interviewing staff, reviewing, and analyzing current practices, surveying department records, examining county and State laws and county records management policies and procedures. Ensure processes are in compliance with State and county codes and laws.
  • Prepare documents for storage, archiving, and/or destruction including document imaging and/or electronic file copies.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills
  • A bachelor's degree in business administration, Public Administration, or a closely related discipline, or any combination of education, skills, training, and experience that clearly demonstrates the ability to perform the duties of this position.
  • Experience working as a public records officer or assistant public records officer, with expert-level knowledge of the Washington Public Records Act and other applicable statutes, case law, current best practices, and strong organizational skills.
  • The ability to work collaboratively with others to develop and implement process improvements with far-reaching impact across the organization.
  • A demonstrated ability to reliably see projects through to the end.
  • Exceptional verbal and written communication skills.
  • Experience designing and maintaining records management systems, providing records management indexing, filing, and archival theories and practices.
  • Strong customer service and conflict resolution skills showcasing a one-stop shopping approach to business.
  • The ability to foster and sustain productive working relationships with diverse teams, customers, and vendors.
  • Knowledge of records management best practices, inventory control, record retention techniques and principles and State records retention schedules.
  • Experience in and conducting records surveys and inventories.
  • A demonstrated ability to use analytical skills to apply policies.
  • Proficiency with Microsoft Office products including Outlook, Word, Excel, Access, SharePoint, Teams, and other software to produce reports and queries.
  • Experience working with microfilm.
Desirable Qualifications:
  • Knowledge and experience working with public works, engineering, or other highly technical records.
  • Experience with GovQA, Photoshop, Acrobat Pro and other digital archival image processing software tools.
  • Skill in managing computer applications and databases for controlling and facilitating access to stored records.
  • Washington Association of Public Records Officers (WAPRO) certification.

WHO MAY APPLY:
This recruitment is open to all qualified applicants and may be used to fill current and or/future career service, term-limited temporary, short-term temporary, and or/special duty positions over the next six months. First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer. Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. INTERVIEW PROCESS:
Those applicants who pass the initial screening will be invited to a 15-minute phone interview the week of February 26,2024.

WORK SCHEDULE:
The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is Non Exempt from the provisions of the Fair Labor Standards Act and is eligible for overtime pay with prior supervisor approval.
EMERGENCY DESIGNATION STATUS:
This position has been designated (Non-Mission Critical) - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized.
Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
