Job description

We are seeking a Project Director to work on the Interstate Bridge Replacement Program!
The Interstate Bridge Replacement (IBR) program is a bi-state multimodal program committed to addressing mobility needs across the Columbia River. The program intends to address growing travel demand and congestion, update the seismic resiliency of the I-5 Bridges, improve substandard Bike and Pedestrian facilities, address Safety and vulnerability to incidents, and enhance public transit operations, connectivity and reliability. In July 2022, regional partners in Oregon and Washington unanimously adopted a Modified Locally Preferred alternative for study in a Draft Supplemental Environmental Impact Statement. Transit elements include a 1.9 Mile MAX yellow line extension into Vancouver and increased C-TRAN Express Bus service operating in new on-shoulder facilities.
The IBR Transit Assistant Program Administrator is responsible to work with the TriMet Management Team for all aspects of the Program including project development, engineering, communications, budget and finance, right of way, environmental and construction. While this is an agency position that reports to TriMet's Executive Director of Engineering and Construction, the IBR Transit Assistant Program Administrator is a member of the Executive management team for the IBR Program. While this position is supervised by the Director of Executive Director of Engineering and Construction, it will generally report to the IBR Program Administrator regarding day-to-day activities associated with the Program. This position will coordinate closely with the project managers for TriMet's design and construction packages who will report under TriMet's Major Project Department. Likewise, this position will coordinate closely with those design and construction efforts managed by CTran.
This position is responsible for delivery of Transit elements in coordination with IBR Highway and Active Transportation components of the program. As a member of the IBR executive management team, the Transit Assistant Program Administrator plays a key role in developing and communicating the vision, strategy, and objectives for the program. This position is responsible for identifying and representing FTA, TriMet, and C-TRAN interests in IBR decision-making processes. This role utilizes a strategic focus to manage, direct and control all aspects of the environmental, design and construction phases for the IBR Program. Collaboration with Program partners includes a bi-state Legislative committee and Executive Steering Group composed of elected and appointed regional leadership from WSDOT, ODOT, C-Tran, TriMet, RTC, Metro, City of Vancouver and City of Portland. Federal partners include FHWA, FTA, FAA, ACOE, USCG, NMFS, NPS.
This is a Limited-Term position with an end date of June 30th, 2027.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers' experiences and of TriMet's product and service offerings.
1. Oversee the management of designers, engineers, civil construction managers, resident engineers and all assigned staff. Assist TriMet manager(s) in the hiring, disciplinary action, assigning work, coaching and performance evaluations. Provide technical direction related to design and construction as needed.
2. Assist in the review and evaluate designs by the transit design teams to ensure construction feasibility, completeness, environmental sensitivity and economy.
3. Work with TriMet and CTran projet mangers in the supervision planning, engineering and construction work of consultants and TriMet staff. Coordinate and integrate Interstate Bridge Replacement Program and activities with Engineering & Construction, Community Affairs, Contract Administration, Program Management, Facilities Management, Maintenance of Way, Finance and TriMet's Operations Division.
4. Assist in the development of budgets and schedules perform constructability reviews, monitor progress for implications for cost and schedule forecasts. Successfully manage project work to completion within budget and on schedule.
5. Oversee contract packaging for bidding of construction specifications, and other documents developed by consultants and TriMet staff for Oregon Segment, Washington Segment and Columbia River Crossing Segment contracts.
6. Represent the IBR Program in construction contract negotiation sessions, in coordination with WSDOT, ODOT, TriMet and CTran. Review fair cost estimates, request cost engineering studies and other preparatory work to support negotiation of change orders or other contract issues. Provide final review and approval authority for changes not to exceed $100,000.
7. Represent the transit component of the Program at interagency meetings and permit proceedings as a technical expert. Attend project meetings, prepare materials, and make presentations as necessary. Inform Director of Major Projects, Executive Director and General Manager of progress towards resolution and of issues requiring their involvement.
8. Coordinate closely with Executive Director of Engineering & Construction to ensure a cooperative relationship with all Project partners and advance the design and construction activities in an organized and effective manner.
9. Coordinate with the Director of Major Projects as it relates to the partnership with FTA, engagement on the PMOC, staffing and the implementation of an FTA Capital Investment Grant project.
10. Serve as a resource for the Federal Transit Administration (FTA) and the Project Management Oversight Consultant (PMOC). Participate in meetings coordinate and develop responses to requests for information.
11. Work effectively with Community Affairs and Government Relations to develop and implement strategies to minimize the impacts of construction and maximize support for businesses and residents during construction and start up.
12. Collaborate and work effectively with IBR Leadership Team and across the multi-jurisdictional partnership with stakeholders, including local businesses, community leaders, regional partners, ports, cities and state agencies and any other affected parties.A Bachelor's Degree is required.
A Bachelor's Degree in an Engineering discipline, Transportation Planning, Construction Management, Architecture or a related field is preferred.
A minimum of eight (8) years of experience are required.*
Six (6) years of experience in construction management and control of large-scale public works and programs are required.
Six (6) years of experience with the construction of public works projects are required.
Six (6) years of transportation or light rail experience are required.
Three (3) years of management experience are required.
A Professional Engineer or other professional licenses such as Architectural or Registered Landscape Architect are preferred.
Or any equivalent combination of training or experience.
*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Salary Range
Minimum: $146,525.00
Maximum: $219,789.00

Salary offers will be determined by a candidate's education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet's salary administration process will ultimately determine the final salary offered.
