Director of Housing Services

POSITION DESCRIPTION

 

Position:                   Director of Housing Services

Supervisor:               Vice President of Housing 

Office Location:       Bud Clark Commons; 665 NW Hoyt St, Hybrid with up to 2 days remote.

Hours:                       Monday-Friday 9:00am – 5:00pm (evenings and weekends as needed)

Salary:                       $95,000 - $105,000/yr.

Classification:          Full-Time, Exempt, Unrepresented, and Benefits Eligible.

 

This role is vital to building a cohesive team of social service providers including case management and case coordination. This position will effectively lead departments to assist individuals and families from shelter to permanent supportive housing in affordable housing units. This position will manage Transition Project’s portfolio of existing housing properties. You will work closely with the executive leadership team to develop and implement strategies that address the needs of individuals experiencing homelessness and ensure the efficient and effective operation of our housing programs.

 

SPECIFIC RESPONSIBILITIES

 

  1. SUPERVISION:

 

  1. Provide day-to-day leadership, supervision, and support to the Housing Services Team.
  2. Ensure competency, quality services, employee engagement, and implementation of consistent, equitable program policies and procedures.  
  3. Conduct 1:1 supervisory meeting with direct reports and participate in staff meetings.
  4. Participate in labor relations. Assist human resources, as directed, with grievance processing, negotiations, and Labor-Management Committee.

 

  1. PROGRAM OVERSIGHT:

 

  1. Develop an individualized service plan (ISP) in partnership with leadership to be implemented among case management. 
  2. Provide oversight to the Housing Access Manager, Permanent Supportive Housing Manager, CHAT Program Manager,  and Rapid Rehousing Manager in streamlining all programmatic operations of the Transition Projects housing department.
  3. Create and implement programming designed to meet strategic goals and desired outcomes based on best practices; ensure timely and accurate outcome reporting.
  4. Direct, monitor, and evaluate all program operations, working directly with the executive leadership, to ensure program outcomes are understood and achieved, regulatory compliance standards are met, budgets are maintained, and thorough documentation occurs. 
  5. Assist in the preparation and implementation and oversight of budgets.  

 

  1. COMMUNITY ENGAGEMENT:

 

  1. Establish and maintain positive and productive partnerships with local providers, community partners, contract stakeholders, and others within the community.
  2. Coordinate with key partners outside the agency to develop and/or gain access to essential supportive services available to our participants.
  3. Coordinate with other agencies that provide related services for Transition Projects program participants and assure proper working relations between and among staff and programs.
  4. Represent the agency to businesses, media, other agencies, and community groups as appropriate and needed.

 

PERFORMANCE REQUIREMENTS

Each Transition Projects employee must:

  1. Acquire First Aid/CPR/AED certification within 30 days of hire and be retested biannually thereafter throughout employment.
  2. Complete Bloodborne Pathogens and Narcan Training within 30 days of hire and be retested annually thereafter throughout employment.
  3. Demonstrate reliability by being present at work as scheduled, arriving and leaving on time and taking breaks in expected time frames.
  4. Interact effectively with people of diverse ethnic backgrounds, religious views, cultural backgrounds, and sexual orientations and treat everyone with respect and dignity.
  5. Attend agency and program staff meetings.

PHYSICAL/MENTAL REQUIREMENTS

  1. Hearing and vision adequate for interaction with participants, interaction with staff and interaction with the general public.
  2. Hearing adequate for telephone work. Vision adequate for close work.
  3. Hand and finger dexterity adequate to operate standard office equipment.
  4. Ability to walk, bend, stand, sit, reach, stoop, pull, squat, and climb stairs.
  5. Sitting at a desk completing paperwork and working on a computer for lengthy periods.
  6. Ability to perform CPR for fifteen minutes continuously.
  7. Mobility to allow responsive traveling to participant residences located around the metro area.
  8. Other duties assigned as needed.

 

MINIMUM QUALIFICATIONS

The successful candidate will be highly autonomous, comfortable leading, passionate about helping those in need, strong in written and verbal communication, and capable of thriving in a team-based environment that embraces communication and joint problem solving. Among other things, the position also requires the following minimum qualifications:

  1. Master’s degree strongly preferred + 3-5 years of specialized experience managing or directing housing programs -OR- 7-10 years specialized experience managing or directing housing programs.
  2. An understanding of issues affecting people who experience houselessness, including chemical dependency, mental illness, prior convictions, trauma, and sexual and domestic violence.
  3. Knowledge of services available to low-income and houseless persons in Multnomah, Washington and Clackamas County through Transition Projects and other agencies or the demonstrated ability to obtain such knowledge.
  4. Demonstrated leadership, management, and staff supervision experience.
  5. Ability to manage program expenditures in accord with budgets.
  6. Demonstrated ability to provide crisis intervention and to follow procedure in crisis situations.
  7. Excellent written and verbal communication skills. Good computer skills. Familiarity with web-based data collection programs.
