Job Summary
The Office of the Vice President of Finance and Administration Enterprise Project Portfolio Management Office (EPPMO) is seeking a Delivery Director. This is a full-time (1.00 FTE), 12-month, professional faculty position.
The Enterprise Project Portfolio Management Office (EPPMO) is a single, integrated office with a university-wide scope of responsibilities and perspective. EPPMO manages Oregon State University's portfolio of projects, helping drive mission fulfillment while remaining responsive to rapid growth within and across the institution.
The EPPMO Delivery Director (DD) will be responsible for providing leadership for the development and maintenance of a cohesive strategy for EPPMO delivery services including program and project management, developing the Project Management and Business Analyst Communities of practice, leading continuous quality improvement within EPPMO, providing leadership, acting as a trusted advisor for successful management and executing projects and programs across the university that support the university's strategic plan, the IT Strategic Plan, the division's strategic priorities and the DFA Framework for Success. The scope of projects typically spans across the enterprise/university to advance the university's objectives and strategic priorities.
Responsibilities include:
  • Portfolio Management Support: As a member of the EPPMO leadership team, deliver maximum value for OSU through the development and delivery of a strategically aligned portfolio that is planned, designed, governed, delivered, and optimized.
  • Program and Project Oversight: Provide strategic direction and oversight for programs and projects within the EPPMO. Ensure alignment with organizational goals, objectives, and priorities.
  • Program and Project Management: Directly manages assigned projects.
  • Delivery Management: Develop, implement, and lead effective delivery strategies, methodologies, and frameworks to ensure successful execution of programs and projects. Monitor progress, identify risks, and implement mitigation plans to ensure on-time and within-budget delivery.
  • Stakeholder Management: Collaborate with key stakeholders, including executives, business leaders, and project teams, to understand their requirements, expectations, and priorities. Foster strong relationships and ensure effective communication throughout the project lifecycle.
  • Resource Allocation: Work closely with resource managers to allocate appropriate resources, including project managers, business analysts, vendor resources, and other team members, to support program and project delivery. Optimize resource utilization and ensure teams have the necessary skills and capabilities.
  • Performance Monitoring: Establish performance metrics and KPIs to measure the success of EPPMO services, including program and project delivery. Regularly monitor and report on performance, identifying areas for improvement and implementing corrective actions as needed.
  • Performance Reporting: Determine, manage and execute regular updates and reporting of the programs and projects within the Enterprise Project Portfolio across multiple stakeholder groups including senior leadership, project teams, internal and external university stakeholders.
  • Continuous Improvement: Drive continuous improvement initiatives within the EPPMO, identifying opportunities to enhance delivery processes, tools, and methodologies. Stay updated on industry best practices and emerging trends in program and project management.
  • Community of Practice Leadership: Provide leadership for the development of the Project Management and Business Analyst Community of Practice to establish and develop skills, capabilities, systems, tools, and processes to enable OSU's PM and BA resources to collaboratively deliver maximum value to OSU in the most scalable, effective, and efficient way.
  • Risk Management: Proactively identify and manage risks and issues that may impact portfolio, program and project delivery. Develop risk mitigation strategies and contingency plans to minimize disruptions and ensure successful outcomes.
  • People Management and Leadership: Supervise, coach, mentor and develop staff; Oversee vendors, and contracted employees; Provide career development planning and opportunities.
  • Provide guidance and coaching to ensure teams carry out the strategic direction and goals for EPPMO.
  • May act on behalf of the Executive Director (ED) as needed and appropriate.
  • Provide guidance and leadership for the development and tracking of the overall portfolio roadmap, timeline and progress to be reported to the university community and stakeholder groups.
  • Prepare for key EPPMO meetings including agenda and supporting material preparation and coordination amongst EPPMO staff and key stakeholders, including supporting preparations for upcoming portfolio decisions.
  • Provide project leadership, management and coordination of assigned projects with an emphasis on business processes, information technology and teaching/research activities.

The DD provides consultation to units, departments, schools, colleges, key business stakeholders, and external vendors, and actively engages with internal and external stakeholders to provide guidance, consultation, and leadership to advance the projects and programs managed by the EPPMO. Working closely with Business Analysts (BA), the incumbent will have a working knowledge of business, information technology, and academic functions consisting of an understanding of data, business processes, applications, networks, systems and infrastructure, and will leverage this knowledge to effectively support various projects within the scope of business, IT, and research/teaching projects within the university.

Key Responsibilities
Portfolio Delivery Management (55%)
  • Facilitate EPPMO strategic planning and service implementations that support the OSU Strategic Plan and UIT Strategic Plan.
  • As a member of the EPPMO leadership team, deliver maximum value for OSU through the development and delivery of a strategically aligned portfolio that is planned, designed, governed, delivered, and optimized.
  • Lead, manage, mature, and socialize portfolio intake and prioritization process.
  • Oversee and participate in the development of business cases required for acceptance in Project Portfolio.
  • Provides oversight for first line support for the delivery of projects within the EPPMO, and coordinate and optimize delivery across projects, considering dependencies and priorities.
  • Serves as the initial point of review, feedback, leadership and guidance for business cases and project documentation.
  • Monitor Project Portfolio progress, identify risks, implement mitigation strategies, manage the portfolio issue log, and recommend response plans.
  • Eliminate/address barriers (resource, staffing, political) impeding the successful completion of the portfolio of projects and programs for the university.
  • Facilitate risk assessments to identify risks within programs and projects and facilitate mitigation strategies and recommendations.
  • Vendor management to include RFP, contracting, onboarding, and daily oversight and management for external consultants.
  • Provide and ensure the delivery and consistency across project teams of industry best practice project management methodologies, process, tools and templates.
  • Lead resource management and tracking in support of EPPMO resources to ensure the system of projects and dependencies or conflicts of resource needs are addressed across the portfolio.
  • Stand in for and attend meetings to represent the ED in their absence as needed and appropriate.
  • Lead and manage the development of metrics and dashboard reporting for EPPMO services to form a comprehensive picture of EPPMO health and value.
  • Determine, manage and execute regular updates and reporting of the programs and projects within the Enterprise Project Portfolio across multiple stakeholder groups including senior leadership, project teams, internal and external university stakeholders.
