Program Manager (VHA RPOC)

Worldwide Counter Threat Solutions (WCTS) is seeking highly skilled professionals to support the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office – Central (RPOC) and Procurement & Logistics Office (P&LO). You will provide support in the areas of program management, program analysis, and consultant support.

IMMEDIATE OPENINGS- Preference to active VA cleared candidates.

Work Location: Telework upon approval.

Work Hours: 8.5 hours per day (30 min unpaid lunch), 5 days a week excluding Holidays. Must be during normal VA business hours 6 am- 6pm.

Travel: Possible travel up to 25%

Start Date: Immediate

Salary Range: $80,000 - $90,000 plus benefits

Responsibilities include but are not limited to:

a) Provides consultant support to help identify the most appropriate measures and monitors to improve quality and performance.

b) Collaborates with leadership and management to improve sustainability.

c) Works with other individuals to develop automated systems for tracking improvement (data trending, data dashboards and balanced scorecards) and for monitoring project progress and completion.

d) Ensures sustainability and spread of efforts directed at improving quality, safety, effectiveness and efficient using program management.

e) Plans and conducts analytical studies in support of improvements in organizational structure and efficient staffing levels.

f) Participates in efforts to create a culture of quality, safety, effectiveness, and efficiency by planning and conducting studies directed at identifying optimum staffing and management structures.

g) Uses information to improve quality, safety, effectiveness and efficiency (informatics)

h) Provides competency and performance standard direction, including providing programmatic direction and guidance in systems redesign activities.

i) Supports the Government in development and achievement of project milestones within scope, cost, and schedule alignment for projects and programs.

j) Provides program support as a participant in technical assessments, Integrated Product Teams (IPT), and other project working groups.

k) Provides program services regarding consultation, planning, drafting program management and business case analysis documentation, data analytics, and data management.

l) Responds to all customer inquiries and concerns and recommends alternate approaches when customers request cannot be met.
m) Analyze data, proficient in advance excel skills, such as VLOOKUP.

Required:

• A minimum of four (4) recent years of relevant experience in conducting comprehensive program management support services as described above.
• A relevant bachelor’s degree from an accredited college or university.
• Must have VLOOKUP experience.
• Data Analytics experience.

Desired:

• Experience with VA systems (Integrated Funds Distribution Control Point Activity/Veterans Information Systems and Technology Architecture (IFCAP/VISTA), Maximo, Handheld Inventory Technology such as barcode scanning devices, National Contingency Response Tool, Point of Use smart shelves and cabinet automated inventory devices, Defense Medical Logistics Standard Support (DMLSS), LogiCole, Electronic Contract Management System (eCMS), Share Points/Power BI/Tableau), Electronic Health Record, and VA policies is preferred.
