Job description

Manage and support the Iowa Blueprint for Change Program through the Disability Innovation Fund Grant in partnership with the Iowa Division of Vocational Rehabilitation Services (IVRS). Responsibilities include program management, ensuring deadlines are met and budgets adhered to, providing leadership to an interdisciplinary/interagency team of employment and systems partners, working closely with IVRS and other external stakeholders to carry out project deliverables, coordinating a diverse group of stakeholders called "The Collective" and various workgroups using the Collective Impact Model, reporting to funding agencies and partners (including budget, project revisions, etc) and other project specific activities. The successful candidate may also work on other projects to achieve the Iowa University Center for Excellence on Developmental Disabilities' mission of promoting full community inclusion of individuals with disabilities. This is a specified term position with funding through 9/30/24 with strong likelihood of renewal.

This position is eligible for a combination of remote work and in-person (hybrid) work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location.

Specific Job Duties and Tasks:

  • Manage Iowa Blueprint for Change contract and program team including operations to ensure all deliverables are being met.
  • Research grant opportunities and determine potential partners for collaboration.
  • Gather information, summarize, and prepare reports that meet the requirements of the funder.
  • Monitor program budgets by reviewing monthly posting reports and ensuring appropriateness of all expenditures.
  • Create and maintain project workplans.
  • Manage grant subcontractors.
  • Develop and implement processes to ensure broad and meaningful stakeholder input for the project and future projects.
  • Coordinate the development of the blueprint for change document in partnership with the Collective.
  • Establish and maintain Collective and partner with Project Director/Principal Investigator(s) to support the Steering Committee.
  • Work in close collaboration with funder and various partners to ensure high quality delivery of services.
  • Participate in and contribute to the leadership of UCEDD and Center for Disabilities and Development councils and committees.
  • Serve as liaison for UCEDD with project partners and stakeholders and promote collaborative working relationships.  Represent UCEDD to UI, UIHC and external audiences.
  • Assist in management of other communication tools, including websites, newsletters, social media, etc.
  • Assure program's compliance with funders' requirements and UI and UIHC policies and procedures.
  • Write and edit periodic special reports in compliance with contractual requirements.
  • Manage data collection, management and analyses processes.
  • Conduct program evaluation and quality improvement processes.
  • Prepare written reports that accurately and effectively present the data and key findings of analysis.
  • Oversee environmental scan of existing evidence-based practices in Iowa.
  • Provides administrative supervision to assigned staff.
  • Responsible for decisions related to recruitment and hiring decisions including interview and selection processes.
  • Responsible for orientation and training of staff in their roles and responsibilities for the program.  
  • Manages the talents, strengths, and behaviors of everyone in a diverse work group, while providing each employee with the opportunity for professional growth and to contribute to the goals of the team.
  • Ensures staff understand performance expectations and are held accountable.
  • Responsible for completing annual performance reviews of direct reports

Required Qualifications:

  • Master's degree in social work, public health, or related field (social services, education, health field, psychology, public health or related human services field), or an equivalent combination of education and experience is required.
  • Minimum of three years of program coordination and/or management experience.
  • Excellent verbal communication skills, including experience or capacity to demonstrate positive interpersonal skills and lead work teams.
  • Excellent written communication skills and experience writing technical documents.
  • Experience that demonstrates knowledge of service systems for individuals with disabilities and serious mental illness, including knowledge that demonstrates current best practice of assisting individual with disabilities to self-determine what supports and services they need.
  • Strong organizational skills including the ability to manage multiple projects and adhere to deadlines.
  • Demonstrated competency and experience using Microsoft Office software, including Excel, Word, PowerPoint and Outlook.
  • Ability to travel, work a flexible schedule when required

Desired Qualifications:

  • Experience in helping people with disabilities in employment
  • Demonstrated experience facilitating groups and familiarity with the Collective Impact Model.
  • Experience working with state agencies and service delivery systems.
  • Experience monitoring project budgets is highly desirable.
  • Experience working with program evaluation and process improvement functions.
  • Experience working with various stakeholders on mental health and disability services and supports policy, laws and rules.
  • Basic understanding of systems, policies and services for people with the disabilities and serious mental illness.
