Job Description
The Iowa Department of Health and Human Services (HHS), Iowa Medicaid division, is seeking a self-motivated, detail-oriented, dedicated professional to fill a Medicaid Long-Term Services and Supports (LTSS) Policy Program Manager position. Under the general supervision of the LTSS Bureau Chief, this position will provide focused policy and program management related to Iowa Medicaid's LTSS facilities including nursing facilities (NF), residential care facilities (RCF), and intermediate care facilities for individuals with intellectual and developmental disabilities (ICF/ID).
The LTSS Policy Program Manager will serve as a statewide resource to multiple stakeholders to provide guidance related to federal and state regulations for Medicaid enrolled LTSS facilities. The LTSS Policy Program Manager will continually monitor and analyze federal policy initiatives and national trends to develop and update Medicaid policies and procedures to ensure ongoing compliance. Additionally, responsibilities for this position include participation in strategic planning efforts related to LTSS Facility Programs, provide program quality assurance reviews to assess for areas of improvement, and develop and/or update state plan amendments, administrative rules and provider manuals as needed.
In this position, you will have opportunities to collaborate with a team of professionals including various state agencies, the Centers for Medicare and Medicaid Services (CMS), advocacy groups, and managed care organizations (MCOs) working together to ensure whole-person, member-centered, care is provided for Iowan's utilizing facility services.
Successful candidates will have critical thinking/analysis skills and the ability to strategically apply quality improvement techniques within policy development. Preference will be given to candidates with experience in Medicaid LTSSFacility Programs.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  1. Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in data science; project management; management analysis; or business systems analysis.
  2. All of the following (a and b): (A) Three years of full-time work experience in data science; project management; management analysis; or business systems analysis; and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  3. All of the following (a, b, and c): (A) One year of full-time work experience in data science; project management; management analysis; or business systems analysis: and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and (C) A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or closely related fields equals one year of full-time experience.
  4. Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
