Work Unit:

The Staff Development Division (SDD) is the training connection between the Colorado Department of Human Services (CDHS), the Colorado Department of Health Care Policy and Financing (HCPF) and PEAK team for the 64 county departments of Social/Human Services, and certified application assistance sites for Health First Colorado/CHP+ Medical Assistance throughout Colorado and community-based organizations using PEAKPro or PEAK. The SDD is tasked with identifying essential training needs and establishing, facilitating, and maintaining integrated competency-based training curricula while continually evaluating results. The PEAK SDD Trainer allows all PEAKPro users to be informed and well-trained to do timely and error-free work through consistent, accessible, and convenient competency-based training.

The PEAK Instructional Designer serves as a resource in the development and implementation of a variety of training courses, methods and materials for PEAKPro users. The PEAK Instructional Designer researches eligibility policy, system and procedural operations through available federal and state rules, regulations, and relevant resources to draft, develop, revise and maintain training materials. Position works with other training staff to maintain, coordinate, facilitate and implement a comprehensive training program to address the training needs of PEAKPro and community-based users statewide.
Through online learning courses developed by this position, in conjunction with other training unit staff, this position ensures that statewide PEAKPro users process applications for Public Assistance Programs accurately in CBMS/PEAK and in compliance with federal and state rules, regulations, policy and guidance. Position identifies new and efficient measures to improve PEAKPro user performance through interactive web-based training, including obtaining evaluations and feedback to influence the continuous improvement process. Materials and training developed and provided by this position are relied upon to ensure proper and accurate eligibility determinations. Inaccurate eligibility determinations can cause ineligible individuals to appear eligible, resulting in inappropriate payment of claims.
The PEAK Instructional Designer participates in all relevant meetings that pertain to the ongoing operations of Public Assistance Program Training procedures and policies. Position communicates, coordinates and meets with individuals within the PEAK team, Eligibility Divisions, eligibility sites, and other stakeholders and is responsible to ensure training needs are met and the PEAKPro and PEAK training is comprehensive. Position creates web-based training courses using Articulate 360 and other online authoring tools including Adobe Creative Suite, Camtasia, Audacity, and SnagIt. Position develops high quality, comprehensive and accurate training courses and materials within management-established timelines. Through training development, this position supports program business goals, processes and increased technical versatility of training participants
Primary Job Duties:
Online Course Development:
  • Designs and develops learning opportunities that apply multimedia enhanced instructional strategies to support the diverse needs of learners.
  • Leverages graphic design and UI/UX design to create interactive learning experiences which include typography, video, audio, illustrations, color theory, branding, and design principles.
  • Gathers and analyzes information, defines the training need, determines the goals and objectives, evaluates available resources, identifies action steps, and creates the project timeline through publication
  • Creates online courses using Articulate as well as other e-learning software as appropriate.
  • In authoring learning materials, creates and edits images such as/PEAKPro/PEAK screenshots, illustrations, and graphics used for the training theme using advanced imaging editing tools such as Adobe Photoshop and Illustrator.
  • Uses online review tools to host published courses for stakeholder review and approval. Completes course revisions using the applicable authoring tool and software package.
  • Keeps stakeholders informed and up-to-date about activities, sharing all relevant or useful information that affects the team project.
Visual Training Development and Maintenance:
  • Position designs and develops process manuals, desk aids, and other visual presentation materials as needed, within management established timelines.
  • Partners with SDD staff to ensure deliverable deadlines are met according to project plans.
  • Creates and edits visual documents with Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop, and SnagIt - as well as other authoring tools as appropriate.
  • Achieves consistency in visual design with other Division training products.
  • Leverages Graphic Design and UI/UX (User Interface/User Experience) design to create interactive learning experiences which include typography, video, audio, illustrations, color theory, branding, and design principles.
Analyze and Evaluate Technical Documentation:
  • Position reviews system documentation, policy, and rules to prepare training materials with responses and solutions. Ensures proper policy and operations are reflected in the responses.
  • Collaborates with subject matter experts to ascertain key concepts for training.
  • Position receives and analyzes technical documentation provided by subject matter experts and stakeholders
Ongoing training improvement and Other Duties as assigned:
  • This position researches new developments in teaching and adult learning
  • Identifies new and/or improved training methods and applies findings to all relevant training materials created.
  • Researches advances in online and adult learning theory and methods and applies the information to Public Assistance Programs online learning courses.
  • Additionally, other duties as assigned.

Residency Requirement:

This posting is only open to residents of the State of Colorado at the time of submitting your application.

MINIMUM QUALIFICATIONS:

Option 1:
  • Six (6) years of experience in instructional design experience, with proven ability in designing a variety of training applications for a broad array of delivery methods (e.g., blended, eLearning, simulations, in-person)

Option 2:
  • Bachelor's degree from an accredited institution in a field of study related to the work assignment.

  • Two years of professional experience in instructional design experience, with proven ability in designing a variety of training applications for a broad array of delivery methods (e.g., blended, eLearning, simulations, in-person)

Substitutions:

  • Appropriate education will substitute for the required experience on a year-for-year basis.


Preferred Qualifications:
  • Experience in adult learning theory
  • Experience in developing training materials in a variety of modalities
  • Project management
  • Proven expertise serving as Instructional Designer of eLearning courses or projects that demonstrate sound instructional principles, strategies and techniques and are SCORM and Section 508 compliant.

Conditions of Employment:
  • Travel to various locations across the state when there is a business need
  • Standard background check and reference check required
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
