Currently, the District has one (1) full-time position for 8 hours per day, 12 months per year. The eligibility list being established will be used to hire for this vacancy and for future vacancies that may occur within one year.
The examination process will consist of supplemental questions within the application, a job-related written examination, and a qualification appraisal interview, followed by a selection interview for candidates in the top three ranks of the eligibility list.
BASIC POSITION INFORMATION
Under immediate supervision, perform a variety of difficult and specialized accounting, payroll, financial or statistical work involved in the maintenance, review and processing of financial and payroll records; prepare hourly and monthly payrolls for certificated and classified employees; explain policies and procedures related to Payroll Accounting.
DISTINGUISHING CHARACTERISTICS
Positions in this classification provide technical expertise for a broad range of general fiscal, accounting, payroll, and recordkeeping activities within the Business Services division of the district. Positions in this classification conduct research and provide information related to collective bargaining and are designated as Confidential per Government Code section 3540.1. Incumbents perform difficult and technical accounting, payroll, financial, and statistical duties using independent judgment and discretion.
REPRESENTATIVE DUTIES AND KNOWLEDGE, SKILLS, AND ABILITIES
The classification specification does not describe all duties performed by all incumbents within the class. This summary provides examples of typical tasks performed in this classification.
• Gather, tabulate, extend, balance and post payroll and related data; submit data to the County Superintendent of Schools office for processing of salary warrants; prepare special payrolls as assigned. E
• Maintain payroll related records for District employees recording absences, accumulated sick leave, earned vacation benefits, overtime, extra duty pay and related information. E
• Explain policies and procedures related to Payroll Accounting; interpret and apply County and District directives to general and specific payroll transactions; provide information related to records maintained. E
• Audit and adjust time reports, data processing payroll listing sheets and other payroll information as requested. E
• Provide financial reports, statistical analyses, salary and benefits cost calculations for use in the collective bargaining process. E
• Prepare federal and State payroll tax deposits; prepare and reconcile quarterly tax returns, unemployment insurance and related matters; compile and type a variety of reports. E
• Verify salary rate changes and change in positions, retirement eligibility; process voluntary deductions and W 4 forms for payroll adjustments; maintain medical insurance coverage and voluntary deduction records on employees and process monthly billings for appropriate medical carriers. E
• Perform complex and technical fiscal record management operations related to one or more specialized accounting functions pertaining to the assigned department or district operation. E
• Audit sales for accuracy; monitor sales and provide periodic sales reports; record cash deposits for transfer; receive, verify and input incoming data for computer processing. E
• Analyzes and reconciles accounting documents and records including computer printouts; identifies errors and processes necessary documents to correct discrepancies. E
• Independently verify computer output reports to assure accuracy of records; reconciliation of computer systems, reports and journal entries. E
• Compile and input accounts payable, cash disbursements, inventory, accounts receivable and adjustments. E
• Maintain check records and receive and reconcile bank statements; compile figures for specialized billing and related reports. E
• Sort, verify and distribute payroll warrants for District employees. E
• Communicate with various District personnel and outside organizations to discuss payroll related matters. E
• Operate a computer and assigned software systems; operate standard office equipment as assigned. E
• May assist and advise in the formulation, installation and revision of payroll record keeping and procedures; may maintain a complete set of books for an enterprise account.
• May provide work direction and guidance to others.
• Perform related duties as assigned.

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS
Education and Training:
Graduation from high school supplemented by college courses in bookkeeping, accounting, business, payroll, accounts payable, and receivable or related fields is required.
Experience:
Three years of financial record-keeping work involving complex accounting, financial, payroll, or statistical records maintenance experience is required. Experience in school district finance, payroll, and/or accounting operations is preferred.
An Associate of Arts degree in Business, Accounting, Finance, or a related field may substitute for one year of the required experience.
Any other combination of education, training, and/or experience that could likely provide the desired skills, knowledge, or abilities may be considered.
WORKING CONDITIONS
PHYSICAL DEMANDS
Hearing and speaking to exchange information; bending at the waist, kneeling or crouching and reaching to retrieve and file records; dexterity of hands and fingers to operate a computer keyboard and other office equipment; seeing to read a variety of materials; sitting for extended periods of time.

APPOINTMENT
I
n accordance with Education Code Section 45301, an employee appointed to this class must serve a probationary period of six (6) months during which time an employee must demonstrate at least an overall satisfactory performance. Failure to do so shall result in the employee's termination.
Holidays
Up to 14 paid holidays per year depending on months worked for all regular classified employees. Holidays are prorated for all classified employees, based on the hours and months worked per school year.
Vacation
Paid vacation is prorated for all regular classified employees, based on the hours and months worked per school year. Below is the vacation schedule for classified staff and classified management. For the purpose of vacation, a "month of service" is defined as fifteen (15) or more calendar days of paid status in any one calendar month.
1-5 years of service - One day of vacation will be earned per month of service.
6-10 years of service - One and one-quarter (1.25) days of vacation will be earned per month of service.
11-15 years of service - One and one-half (1.5) days of vacation will be earned per month of service.
16-19 years of service - One and one-sixth (1.6) days of vacation will be earned per month of service.
20-24 years of service - One and three-quarter (1.75) days of vacation will be earned per month of service.
25 + years of service - Two (2) days of vacation will be earned per month of service.
Health and Welfare Benefits
Medical Benefits - For full-time classified employees working 40 hours per week, the District will pay 100% of the premium of the least expensive family medical insurance plan (for the employee and eligible dependents). For classified employees whose assignment is less than full time, but 30 hours per week or more, the District will pay a proration of the premium payment for the medical insurance plan based on the hours per week of the position. Eligible classified employees who have medical insurance coverage from another source may decline medical coverage and receive a stipend of $1,500 annually, paid tenthly and prorated for classified employees working less than full-time.
Dental Benefits - For classified employees working 30 hours per week or more, the District will pay 100% of the premium for dental benefits for the employee and eligible dependents.
Vision Benefits - For classified employees working 30 hours per week or more, the District will pay up to 100% of the premium for vision benefits for the employee and eligible dependents, depending on which plan is selected by the employee.
Life Insurance Benefits
For classified employees working 15 hours per week or more, the District will pay 100% of the premium for life insurance coverage for the employee of $35,000 ($50,000 for confidential and classified management employees).
The following benefit providers are available for enrollment for eligible classified employees:
*Medical: Health Net HMO/Select
*Dental: Delta Dental (PPO) or DeltaCare USA (HMO)
*Vision: Vision Service Plan (VSP) or Safeguard Vision
*Out of pocket costs are dependent on which provider is selected.
Retirement
The District participates in the California Public Employees' Retirement System (CalPERS). Lifetime retirement benefits are provided for eligible retirees. Classified employees working 20 hours or more per week will be enrolled in CalPERS (employees make a mandatory 7% contribution).
Paid Sick Leave
All regular classified employees earn paid sick leave based on one day for each month in which such employees are in a paid status with the District and is prorated on the hours and months worked per school year. For example, employees working 12 months per year will normally earn twelve (12) days of sick leave during each school year. Earned, but unused sick leave can accumulate without limit.
Salary Step Increments
Regular classified employees receive a step increase of 2.5% annually based on their service in the District. Longevity increments of 5% additional salary are granted at the beginning of the 10th, 15th, 20th and 25th year of service in the District, which are cumulative.
