Job Description
OBJECTIVE
The Planner for Capital Projects is responsible of the planning and tracking of the work scope as well as ensuring the work can be completed in a safe and productive manor fulfilling the project objectives.
KEY RESPONSIBILITIES
Safety:
· Follow all health, safety and environmental rules and set the expectation that all individuals you come in contact with do as well.
Monitor and engage workers on their safety performance.
· Complete safety observations at least once per quarter on peers or contractor workers working on Capital work.
· Provides input to the project Safety Plan.
Engineering:
· Participate and provide input in project constructability reviews.
· Produce high level project schedules for projects in FEL 2 and 3.
· Review and provide feedback on construction packages.
Planning:
· Review construction packages and have a full understanding of the project work scope.
· Perform a takeoff from the construction package to quantify the work scope (manhours).
· Creates detailed execution schedule, and headcount plan. Ensuring maximum utilization of contractor’s labor and equipment.
· Creates request for proposal (RFP) packages and solitices bids from contractors.
· Review contractor bids or estimates and provide input with the contractor selection process.
· Performs takeoffs from the construction package to prepare Material Take Offs (MTO) and order the materials.
· Submits requisitions for contractor services
Interface with Resources Outside of Capital:
· Coordinate with operations to understand how to execution the project with the least impact to the refinery.
· Performs the planning and coordination with the business team for equipment readiness.
· Creates work orders as needed to schedule Maintenance resources
Execution:
· Schedules and chairs a ‘Construction Kick Off meeting’ for project and ongoing ‘project execution meetings.
· Coordinate scheduling of resources, and vendors.
· Performs job walks, reviewing progress, talking with contractors understanding problems, progress, and improvements.
· Produce project reports, schedule and cost performance.
· Coordinate RFI/FCOs traffic.
· Support PM with lessons learned.
