Job Summary: We are seeking a highly experienced and dedicated Organizational Change Management (OCM) Manager to lead and oversee change initiatives within our organization, particularly within state and local government agencies. The ideal candidate will have extensive experience in providing OCM services, managing OCM initiatives for IT programs/projects, and facilitating effective communication and collaboration among stakeholders. The OCM Manager will play a critical role in ensuring successful change adoption and organizational readiness.
Key Responsibilities:
- Perform a comprehensive current state to future state change impact analysis.
- Develop and execute an OCM Communication Plan to ensure effective communication of changes across the organization.
- Develop and execute a Sponsor Roadmap to secure sponsorship and support for change initiatives.
- Develop and execute an OCM Coaching Plan to provide support and guidance to employees during the change process.
- Develop and execute an OCM Resistance Management Plan to address and mitigate resistance to change.
- Develop and execute an OCM Training Plan to ensure employees have the necessary skills and knowledge to adapt to changes.
- Develop Work Breakdown Structure for OCM activities, deliverables, and milestones.
- Manage risks and issues associated with OCM initiatives.
- Effectively manage stakeholders at all levels of the organization.
- Manage scope and change requests related to OCM activities.
- Conduct business process reviews and gap analyses to identify areas for improvement.
- Perform OCM readiness assessments to evaluate organizational readiness for change.
- Develop and apply standard OCM metrics to measure the success of change initiatives.
- Lead and facilitate meetings with executives, management, staff, and project stakeholders.
- Utilize Microsoft Project for schedule management.
- Hold a Bachelor's degree with a concentration in Organizational Behavior, Organization Development, Industrial Psychology, or Change Leadership.
- Possess a current certification from either Prosci - Certified Change Professional or Association of Change Management Professionals - Certified Change Management Professional.
Mandatory Qualifications:
- Minimum of five (5) years of full-time equivalent (FTE) experience providing OCM services to state and local government agencies.
- Minimum of five (5) FTE years of broad and extensive OCM experience managing OCM initiatives for IT programs/projects.
- Minimum of five (5) FTE years of team building, knowledge transfer, coaching, and mentoring experience.
- Minimum of five (5) FTE years' experience leading and facilitating meetings with all levels of executives, management, staff, and project stakeholders.
- Experience in schedule management, Work Breakdown Structure development, risk and issue management, stakeholder management, scope and Change Management, business process review and gap analysis, OCM readiness assessments, and applying standard OCM metrics.
- Bachelor's degree from an accredited college or university with a concentration in relevant fields.
Desirable Qualifications:
- Previous consulting experience for a project with a budget of at least $25M.
- Additional certifications or advanced degrees related to Organizational Change Management or related fields.
