The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginia. The VDH is made up a statewide Central Office in Richmond and 35 local health districts.
As part of the Virginia Department of Health, Hampton and Peninsula Health Districts (HPHD) are two health districts serving the residents of the Cities of Hampton, Newport News, Poquoson, Williamsburg, and the Counties of James City, and York.

The Opioid Program Coordinator plays a lead role in the health department’s response to the overdose crisis by implementing and facilitating intervention strategies known to reduce overdose deaths and substance use harms. Provides subject matter expertise for the LHD (local health district) around policy, systems, and environment in substance use and supporting individuals with substance use disorder; and supports and informs the LHD’s long-term and short-term strategies for substance use response. Plays an active role in coordinating a collaborative substance use response within the locality and region (among partner agencies and organizations). Coordinates, implements, or provides technical assistance in implementation of programs and initiatives to decrease harms from substance use.
Work is performed with considerable independence within broad scope of program strategic mission and goals. Acts as a liaison to program managers in regard to data management and program related issues. Seeks supervisory guidance on complex or unusual issues; supervisor reviews and approves policy and procedure recommendations.
The appointment is to a restricted position which is solely funded by the Opioid Abatement Fund: Local Opioid Use Disorder Coordinators grant for a one-year period ending September 30, 2024. The availability of funding is scheduled for review annually and periodically thereafter for four years. Continued employment is contingent on the continued availability of grant or non-general funds.

Minimum Qualifications

  • Knowledge of program planning, research and evaluation, analytical principles, quality control methods, and ability to provide technical assistance.
  • Knowledge of substance use disorder and non-stigmatizing language.
  • Experience leading complex research or other related projects.
  • Demonstrated experience in community engagement, partnership, and coalition and community building.
  • Demonstrated ability to work independently and collaboratively in teams, with good decision-making skills.
  • Strong oral and written communication skills.
  • Ability to apply skills in report development, electronic data transfer and presentation visualizations; ability to effectively present information.
  • Ability to plan strategically and manage multi-pronged teams/programs or lead multiple projects with attention to detail.
  • Demonstrated experience working with Microsoft Office (Word, Excel, Teams and PowerPoint).

Additional Considerations

  • Professional experience in a health-related field with prior experience in PWUD and/or agencies that serve PWUD.
  • Experience with or training in PWUD-related support/recovery services, programs, research, or similar.
  • Experience managing a team, project management, and/or developing and leading strategic efforts across teams/agencies/organizations.
