Job Duties
Under the direct supervision of the Deputy County Clerk this position is responsible for customer service, processing records and maintaining records. The County Clerk assigns specific job duties to include elections, tax rolls, permits, licenses, homestead and food sales tax preparation, street file maintenance, records maintenance, and a wide variety of job duties in support of both Election and Clerk divisions. Assists the public in person and by telephone daily. Assists taxpayers with unusual or complicated problems relating to elections or other services. Will back up other staff in their absence.Processes, maintains, distributes, and archives deeds and court documents as required by statute. Processes, updates, and maintains tax roll changes and adjustments for real estate, personal property, oil and gas and special assessments through abatements, refunds and added tax transmittals. Assists with processing special assessments annually. Assists with completing and preparing weekly money deposits to the County Treasurer. Assists with the maintenance and updating of address changes to the tax rolls. Receives and processes payments for services, boat registrations, park permits and fish and game licenses through the Kansas Department of Wildlife and Parks Outdoor Automated Licensing System. Assists in all aspects of the election process to include pre-election, election day and post-election activities. May be assigned to publish notices, prepare supplies, set up polling places, prepare machines, proof records/forms, prepare candidate packets and track expenses. Assists with voter registration processing, advance ballot requests and receipts, recruiting election workers, training poll workers, preparing mass mailings and verifying records. Submits recommendation forms to political parties for election board workers. Reserves polling locations. Utilizes maps, county GIS software and legal descriptions to maintain, update and review street index files to ensure addresses are assigned to correct precincts, district and voting group. Maintains a high level of confidentiality following state statutes and guidelines. Prepares Homestead and Safe Senior Tax Returns for qualified individuals in accordance with the Kansas Department of Revenue guidelines utilizing the Kansas Department of Revenue online filing system.
Compiles, verifies, and reviews tax documents, banking, and social security information to complete returns in an accurate and timely manner. Scans, monitors, and maintains documentation according to state retention schedules. Prepares letters, forms and spreadsheets as needed. Purchases and orders supplies. Purges files/records as needed. Assists with and/or performs special projects as assigned. Monitors maintenance agreements and repairs for office machines and equipment. Compiles and prepares all road vacation documents. Prepares, distributes, and archives weekly County Commission meeting minutes, contracts, agreements, resolutions, and all other signed documents. Assists with other functions of the Clerk/Election Office as assigned by the County Clerk/Election Officer
- Must have a High School diploma or the equivalent.
- Must have experience with general office practices and procedures and be proficient in the operation of a personal computer and Microsoft Office products.
- Experience with cash handling and knowledge of bookkeeping procedures preferred.
Physical Requirements
Determined Work Level: Level 3–Medium Work Exerting 20 to 50 pounds of force occasionally, and/or up to 10 to 25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly. Ability to communicate ideas by means of the spoken work such as giving assignments or directions on the telephone or at the counter. Must have necessary fine and gross manual dexterity to operate computer, telephone, calculator and typewriter.
