This position is with the Eastern Carolina Council of Governments, based in New Bern, NC. The Eastern Carolina Council’s mission is to improve the region’s quality of life by providing planning, economic development and human services to local governments and area residents by maximizing resources and collaborating regionally.

This 2023-2024 AmeriCorps position will have a start date (for new full-time 8.5 month members) of January 16th 2024 and an end date of September 30th 2024. Deadline to apply is December 15th 2023, and applications will be considered on a rolling basis.

For the 2023-2024 service year, the NC Climate Action Corps through Resilience Corps NC these for 8.5 month 1200-hour service position offers a living stipend of $21,180, health insurance reimbursement for premiums, childcare assistance, and professional development opportunities (individual trainings, enrollment in NC Environmental Education Certificate Program, and conferences in conjunction with VolunteerNC). Members are also eligible to sign up for SNAP benefits. Participants who complete the program will receive a Segal Education Award of $4,826.50 from the National Service Trust.

Purpose of the Position

This position will b tasked with assisting the Eastern Carolina Council on fulfilling deliverables for communities that were a part of the Eastern NC RISE (Regions Innovating for Strong Economies and Environment) program, which include supporting projects and securing resources for regional and local resilience initiatives.

Position Responsibilities and Duties

The Resilience Project Coordinator will develop a community assessment by meeting with local government leadership and key partners to identify what is presently in place, what works, what needs to be developed, and pinpoint areas for improvement, thereby explaining his/her community-based role with ECC.

Utilizing the NC Office of Recovery and Resiliency’s RISE Vulnerability Assessment and Project Portfolio as an initial framework, the member’s projects are likely to consist of the following, but may not be able to address all in their term:

  • educating local government leaders on community/climate resiliency (and their non-profit partners, residents, businesses, etc.);
  • creating a template for integrating climate change into existing or future comprehensive plan/ordinance updates;
  • developing a regional analysis of emergency shelters and evacuation routes;
  • designing a database of regionally significant critical facilities that are vulnerable to flooding and roadways prone to flooding;
  • developing heat wave response protocols / best practices to guide emergency managers and local governments to prevent heat-related health issues/ fatalities.

The member may also work directly with local governments (or groups of local governments) to carry out projects that respond to a local priority or need, which may include:

  • developing community asset maps;
  • hosting events, educational workshops, or community resilience town halls
  • developing tree health assessments water/air quality testing;
  • conducting walk audits;
  • developing strategies to transfer fleets to electric or alternative fuels;
  • developing a story map or website to promote community resiliency;
  • assisting with project development or grant applications (those that seek funding for a specific resilience-focused project); and
  • coordinating stormwater analysis, stream clean-ups and renewal, urban heat mapping, flood prevention, and other data-driven prospects.

Each local and regional project will include specific milestones and clearly defined goals and objectives, which will be reviewed regularly and adjusted as needed in order to adapt to the community’s needs. Importantly, the member will also establish a regional framework of community stakeholders for combating climate change and responding to natural disasters that ECC will carry forward beyond the service year.

Communication:

  • Practice inclusive and thoughtful behavior in building rapport with program participants, site stakeholders and program staff.
  • Communicate regularly and effectively with program staff, and site personnel.
  • Report data in online systems in a timely and accurate manner.

Program Requirements:

  • Demonstrate regular, timely attendance and adherence to hours as scheduled.
  • Commit to service for the service term of 8.5 months, serving the minimum number of 1200 hours.
  • Participate in all required AmeriCorps sponsored training sessions, meetings, and travel as necessary. Community Stewardship Coordinators will receive training on best practices for community engagement, group facilitation, and communicating about climate change with a focus on pursuing climate justice.
  • Actively participate in service projects and commemorating days such as 9/11 Day of Service (as applicable). These may include evening and/or weekend hours.

Qualifications

  • Must be 18 years of age or older prior to your start date.
  • Must have at least a high school diploma or its recognized equivalent by your start date.
  • Must be either a citizen, national, or lawful permanent resident of the United States.
  • Must pass mandatory National Service Criminal History Checks.
  • Speak, read, and write English fluently.
  • Experience with professional computer skills and confidence using computers. Comfort and experience using Microsoft Office Suite (Word, Excel), completing internet searches, and navigating resources online, completing data entry, using e-mail regularly including sending attachments, using databases and software, using videoconferencing software, and attending training online.
  • Positions that require driving will require a valid driver’s license and the ability to pass a driving record check. Some positions require access to a personal vehicle for transportation.

Essential Functions / Physical Demands

  • Some working hours are primarily based in an office setting and require sitting, standing, and operating a computer and telephone.
  • Some working hours may require light to moderate lifting, bending, stooping, pulling, kneeling, carrying, and use of hand tools up to 30 lbs.

Preferred Schedule

Generally, the service member will serve Monday-Friday between 8:00AM and 5:00PM. The member will have flexibility to adjust workday length based on programs facilitated and time served throughout the week, as long as required hours to complete service term are met.
