Function This Project Manager oversees Airport Emergency Management (EM) projects as the Owner's representative for Airport Operations initiatives regarding emergency and irregular operations including planning, project development, training, procurement, implementation, and continuous review and update of the projects and plans. Summary The Airport Emergency Preparedness Project Manager serves as the primary planner and Project Manager for all CLT Emergency Management related planning efforts and oversees all elements associated with the various initiatives for the CLT Emergency Management Program. Supervises and directs the work of the Emergency Management Coordinators, overseeing the EM Planning and Training & Exercises programs.

Must be able to assess situations quickly, objectively and determine the proper course of action within established rules, regulations and procedures while representing CLT in a professional, positive manner. Major Duties and Responsibilities 1. Manages Airport Emergency Management projects as the Owner's representative for Airport Operations initiatives regarding emergency and irregular operations including planning, project development, training, procurement, implementation, and continuous review and update of the projects and plans.

Oversees all elements associated with the various planning efforts and initiatives for the CLT Emergency Management Program. Responsible for the oversight and development of additional plans include the Airport Emergency Plan (AEP), Airport Emergency Operations Center (AEOC) Plan, Terminal Evacuation and Repopulation Plan, Communicable Disease Response Plan, Family Assistance Plan, Continuity of Operations, and other plans as determined by CLT Executive Staff and Leadership. Ensures that all projects and plans are in compliance with Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations as well as all other federal, state, county, and city regulations.

2. Supervises and directs the work of the Emergency Management Coordinators. Ensure all personnel have proper training and tools to perform their duties efficiently and effectively.

Oversees the professional development of staff to support their overall engagement, development, and goal achievement. Deliver employee performance reviews by established dates. Oversees recruitment, hiring, on-boarding, coaching, counseling, disciplinary, and termination processes of personnel.

Formulate comprehensive and concise instructions/procedures in both oral and written form. Create and update policies and procedures and make recommendations for improvements in security, safety, and efficiency. Ensure enforcement of airport rules and regulations that govern Emergency Operations to ensure the safety and security of persons and property at the Airport.

3. Serves as the primary planner and Project Manager for all CLT Emergency Management related planning efforts and assists other Airport Operations sections in the development of operational plans. In the absence of the Emergency Operations Leadership Team, must be able to lead the division as required in day-to-day operations along with emergency incidents as they arise.

Maintain logs, records, and produces reports. 4. Leads the EM Planning Section during Airport EOC activations, Irregular Operations (IROPS) and other incidents of significance during operational periods, as assigned.

Assess situations quickly, objectively and determine the proper course of action. Serves as the EOC Commander in the absence of the Airport Emergency Operations Manager, or as directed by CLT Leadership. 5.

Coordinates the emergency management planning efforts among various airport stakeholders including airlines, tenants, contractors, and affiliates conducting business at CLT. Evaluates and reviews updates to plans to ensure they address the all-hazards environment and relate to the CLT Airport Emergency Plan and associated regulations. Coordinates CLT Airport Emergency Management plans to align with local (Charlotte-Mecklenburg) and State (North Carolina) emergency plans for crosswalk capabilities and alignment of operational plans.

6. Assists in all hot-washes, after-action reviews/reports, and improvement plans for emergency and IROP events at the Airport. Gather data, transmit and receive emergency and non-emergency information, and prepare reports.

7. Designs, evaluates, coordinates and exercises various plans with local, state, and federal officials including CMPD, CFD, Medic, CBP, FAA, FBI, TSA, airline representatives, and other airport stakeholders. 8.

Assists in the FAA Part 139 Annual Plan Review process including Table-Top Exercises and the Triennial Full-Scale Exercise. Documents the development, execution, facilitation, evaluation, and implementation of corrective actions, as required. Prepare and maintain logs, records, and reports as required.

9. Serves as a resource to all CLT Departments with the analyzing and evaluating of emergency plans for the respective divisions. Member of the CLT Incident Management Team during activation providing leadership, guidance, and direction in emergency situations.

Assist with special events. 10. Other duties, as assigned.

Knowledge, Skills & Abilities Thorough knowledge of FAR Parts 139 and Airport Emergency Plans required. Thorough knowledge of National Incident Management System (NIMS) programs and Incident Command System (ICS) structure. Knowledge of Situational Awareness and Mass-Communication Notifications Systems, including WebEOC and Everbridge.

Knowledge of Airport and Airline Operations. Skills to communicate clearly and effectively verbally in person, over telephone, and two-way radio. Skills to communicate clearly and effectively orally and in writing.

Skills to effectively organize data and prioritize resources during routine and emergency operations. Skills to efficiently manage multiple priorities and tasks. Skills to effectively lead and motivate a diverse staff.

Skills to develop creative new programs and activities. Ability to work independently or as part of a team. Ability to establish and maintain effective working relationships with co-workers, other agencies, tenants, employees and the public, representing CLT in a professional, positive manner.

Ability to respond calmly and effectively in emergency and stressful situations. Must be able to assess situations quickly, objectively and determine the proper course of action within established rules, regulations, and procedures. Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations.

Ability to make comprehensive recommendations to resolve operational problems. Ability to demonstrate initiative, creativity, and innovative thinking in a rapidly changing work environment. Preferred Qualification Bachelor's Degree plus 3 years' experience or Associate degree plus 5 years' experience, or High School Graduate or Equivalent plus seven years of experience is required or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

Coursework in Emergency Management, Public Administration, Business Administration, Aviation or related field. Experience in Emergency Management or Airport Operations including Emergency Operations Center (EOC) activations and a minimum of one year of direct supervisory experience, required. Completion of Incident Command System (ICS) certifications including at a minimum IS 100, 200, 300, 400, 700, 800, preferred.

Professional Development Series (PDS) and/or Advanced Professional Development Series (APDS) certification, preferred. Experience and familiarity with Airport Operations and FAA Part-139 requirements, preferred. Minimum Qualifications High School Graduate or Equivalent and seven year(s) of related work experience OR 2 Year College Degree and five year(s) of related work experience OR Bachelor's Level Degree and one year(s) of related work experience Conditions of Employment The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
