Selection Process
Below outlines the sequence of events scheduled to take place during the selection process:

  • Oral Interviews are scheduled to take place the morning of March 28, 2024.
About the Job
This position will provide onsite supervision of the daily operations of the Williams Migrant Center in Colusa County. This includes office administration and overseeing the completion of duties of the Center's two (2) Caretakers. Other duties include coordinating programs with other agencies determined and initiated by the Center's Director.
During the "Open Season" the Operations Supervisor will be responsible for maintaining the office hours for the public daily. Working independantly in the office, the Operations Supervisor will generally oversee office responsibilities - answering all phone calls, retrieving/reading/responding to all messages, emails, and requests; assisting any tenants or public that may come in the office, receiving the USPS mail and packages and distributing to tenant mailboxes. Monthly, the Operations Supervisor is responsible for collecting tenant housing rent and preparing it as requested by the Fiscal Officer. The Operations Supervisor will also process expense reports for purchases made by Migrant Housing Center staff, while monitoring budgetary line items as instructed.

About the Department
The Williams Migrant Housing Center is supported by the California Office of Migrant Services and operated by the Director of Migrant Housing under the direction of the Colusa County Board of Supervisors. The Director is supported by a team consisting of a Fiscal Officer, Operations Supervisor, and two onsite Caretakers.
The mission of the Williams Migrant Center is to provide a clean, safe, affordable and inviting environment for migrant farm workers and their families while they are residing in Colusa County during the growing season. This mission is accomplished by providing quality customer service with mutual respect, maintaining clean and safe facilities, and providing an inclusive community throughout their stay.

Supervision & Examples of Duties
Supervisor Received and Exercised
  • Receives general direction from the Director of Migrant Housing.
  • Exercises direct supervision over all on-site staff.

Qualifications
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Experience and/or knowledge operating a multi-family housing facility or similar operational structure. Experience and/or knowledge in the operation and maintenance of a Migrant Housing facility, Migrant Housing authority, or similar State/Federal or non-profit center/facility preferred.
Some supervisory and management experience preferred.
Training:
High School Diploma or an equivalent certificate or diploma recognized by the State of California with additional course work in business, public administration, accounting, or a related field.
License:
A valid driver's license and an acceptable driving record.
Supplemental Information
The salary range above consists of 15 steps. Steps 1-6 are annual merit steps with approximately 5% difference between each step, based on successful performance. Steps 7-15 are additional merit steps, requiring 2 years of satisfactory performance at the previous step. Steps 7-14 provide 2.5% increases, while Step 15 offers a 5% increase. The final salary offered will depend on the applicant's experience and qualifications, ranging from steps 1 to 15.
