Job Description
The candidate will work in the Litigation Support Division's Practice Management group which oversees the agency's matter management system (currently LawManager, migrating to Litify ELM (LegalStratus) on the Salesforce platform) and associated reporting, as well as the agency's document management system (iManage/Filesite). The candidate will work at the direction of the matter management system administrators and assist in the planning, configuring, testing and implementing as well as integrating, maintaining, enhancing and performance monitoring of the Department's matter management system. The candidate will play a key role in the project to migrate matter management systems.
Typical tasks include, but are not limited to:
-Assists in analysis, design, development and implementation of matter management system;
-Provisions and maintains access to the matter management system including user accounts and security permissions for both internal and external users;
-Develops, configures and maintains workflows and picklist/dropdowns in matter management system;
-Identifies issues, defects and/or enhancements to the matter management system and maintains a database tracking same;
-Collaborates with system administrators, DBAs and vendors as well as other practice management personnel to develop test plans and test same in the lower environments before fixes/upgrades are applied/promoted to the matter management system production environment;
-Assists to develop and maintain mapping schema for migration of data to new matter management system; analyzes and identifies data entry issues and develops processes to clean-up and correct such issues to ensure the accuracy and reliability of data;
-Coordinates with Law Department divisions and users to identify, diagnose and resolve technical issues and plan for revisions/enhancements; provides instructions to users;
-Tests, troubleshoots and integrates matter management with other systems, internal and external, and develops new interfaces as needed; coordinates with other agencies/entities and works with DBA staff and/or vendors to create/enhance interface code/packages and to validate data and test;
-Drafts and updates interface and report specifications in both technical and non-technical terms;
-Designs, develops and maintains reports including programming/coding and validating/testing reports using front end queries, Crystal Reports and SQL and SOQL;
-Runs and conducts Quality Assurance (QA) of reports and distributes to end users;
-Drafts and updates system and operations specifications and diagrams, logic flowcharts and documentation in both technical and non-technical terms;
-Makes recommendations to the Deputy Chief of Litigation Support as needed including for resolution of issues, planning and training; assists in special projects as needed

Qualifications
(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in "1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
