This position is located in the Pacific District Office. The incumbent serves as a Management Analyst and member of the professional staff for the Director of the Pacific District Office. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the District Director on pertinent issues associated with the effectiveness and efficiency of the VBA field office operations as they relate to the delivery of benefits and services to Veterans.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 or GS-13(or higher) and the promotion potential of your current position must be at least GS- 13.
You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes.
Specialized Experience:
You may qualify based on your experience as described below:
- Specialized Experience (GS-12): To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience must demonstrate the following: basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate the same. This experience may have been gained across all VA business lines.
- Specialized Experience (GS-13): To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience must demonstrate the following: comprehensiveexperience with both quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Must also demonstrate comprehensive and authoritative communication skills to present and articulate findings to upper level management; and experience with orunderstanding of continuous process improvementstrategies within the VA. This experience may have been gained across all VA business lines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
