Small Agency Pro-Equity Consultant
(Management Analyst 5)

**This recruitment is to fill two project positions, each expected to last approximately one year.**

About the Equity & Employee Development (EED) Division
EED helps agencies create a healthy work culture by acting as a central source for agencies to receive assistance, guidance, and services in finding talent, job/career development, and employee wellbeing. The mission of EED is to help attract and retain a highly motivated, engaged, and skilled workforce. EED embeds a DEI (Diversity, Equity, and Inclusion) lens into all of our work, grounding our services in an anti-racist and intersectional equity lens.
The Small Agency EED Office supports thework of creating a culture of equity and inclusion across all DES' Small Agency customers. Acting as a liaison between DES and the Office of Equity, this office will ensure that all small agencies have the resources to deliver culturally relevant, equitable, barrier-free services that are fully inclusive of all identities and that do not replicate systems of oppression.
About the Opportunity
The Small Agency Pro-Equity Consultant is a new role, focused on helping small agencies set and achieve their equity goals and drive business results by leveraging proprietary tools to adopt, execute, and institutionalize the leading standards for pro-equity, anti- racist service delivery, talent acquisition, contracting and procurement, public policy, programs, and engagement.
The Pro-Equity Consultants will develop processes and resources for and provide technical assistance to DES Small Agency customers and the DES Pro-Equity Anti-Racism (PEAR) Team to help small agencies successfully apply a pro-equity, racial justice, access, and belonging lens to all agency decision making and meet Executive Order 22-04 requirements. They will help build collaborative, complementary relationships with statewide partners in equity, social justice, and belonging to facilitate systems and policy change statewide.

Some of what you will enjoy doing:
  • Assist the Small Agency Equity Manager in developing, implementing, and continuously improving upon a framework designed for the Pro-Equity Consultant Team to use when delivering consultative/technical assistance services to help state leaders to institutionalize systemic equity and belonging in their agency.
  • Provide expert advice and consultation with Small Agencies to set organizational equity goals with varying, diverse and conflicting interests.
  • Consult with Small Agencies to help understand the current state of equity in their respective agency through analysis, data comparisons, trends and most current collaborations with the Small Agency Equity Manager and the Office of Equity.
  • Establish a baseline goal setting and progress measurement in collaboration with the Small Agency Equity Manager and the Office of Equity.
  • Assist the Small Agency Equity Manager developing, implementing, and continuously improving a framework designed for the Pro-Equity Consultant Team to use when facilitating policy and systems change to achieve equitable Small Agency policies and practices.
  • Provide guidance on how to elevate, integrate, institutionalize, fund, and manage pro-equity, racial and social justice, access, and belonging throughout the agency. Produce complex reports for use by Small Agencies with varying groups of management, boards, commissions, appointed and elected officials.
  • Collaborate with the Small Agency Equity Manager to help the design, development or delivery of a consultative solution, service, capability or offering that increase Small Agencies' ability and willingness to increase racially equitable employment, contracting and procurement, and service delivery investments, and develop a culture of racial justice and belonging by linking data to individual and institutional action, and facilitating shared accountability.
  • Serve as a subject matter expert and thought leader on racial equity in service delivery, economic development, and workforce development, including public speaking, writing, and collaborative public leadership as requested and until small agencies can develop their equity capacity.
Required Qualifications:
  • Bachelors' degree in business administration, public administration, law, social sciences, social work, education, multi-cultural studies, social justice, or a related field.
**NOTE: Qualifying education and/or experience can substitute for the degree on a year for year basis.
AND
  • At least five (5) years of experience in at least two of the following areas:
    • Conducting research
    • Analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects
    • Managing business operations
    • Business policy development
AND
  • At least two (2) years working in the field of DEI, social justice, or a related field.
AND
  • At least one (1) year of experience providing leadership and supervision.

Additional Required Knowledge, Skills and Abilities:
  • Experience facilitating/leading difficult discussions and/or leading training related to DEI.
  • Working knowledge of principles of diversity, equity, inclusion, anti-racism, federal affirmative action, ADA, equal employment opportunity laws, and state personnel laws.
  • Able to coach leaders and staff on topics related to equity, inclusion, and diversity.
  • Able to use critical thinking and analysis of data and observance to guide and counsel stakeholders.
  • Resilience and problem solving with the demonstrated ability to move work forward in a bureaucratic environment.
  • Experience and understanding of how to work with diverse and marginalized communities.

Preferred Qualifications:
  • Certification, education, or other extensive training in the area of DEI.
  • Lived experience in the community doing DEI or social justice work.
  • Experience writing and reviewing policy.
