Keeping Washington Clean and Evergreen
The Climate Pollution Reduction Program (CPRP) is looking to fill the Climate Commitment Act Financial Reporting Specialist (Management Analyst 4) position. This position will be located at our Headquarters Building in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As the Climate Commitment Act (CCA) Financial Reporting Specialist, you will have a vital function in leading the program’s annual reporting to the Legislature on the distribution of funds from Climate Commitment Act accounts. In this role, you will direct data quality improvement efforts in reporting by examining tools utilized by other states with cap-and-invest carbon market programs, and by working with reporting recipients, including 28 state agencies and seven colleges and universities, to formalize business practices and processes.
Your work will also connect you with the Office of Equity and Environmental Justice relating to Climate Commitment Act (CCA) and Healthy Environment for All (HEAL) Act topics, in order to accurately track CCA spending that provides direct and meaningful benefits to vulnerable populations in overburdened communities, including Tribes.
The principal department strategic priorities and goals that relate to the Climate Pollution Reduction Program (CPRP) include: reduce and prepare for climate impacts; prevent and reduce toxic threats; and deliver efficient and effective services. The CPRP’s mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long term, requiring creative and strategic decision making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.

Duties
What makes this role unique?
As part of the Climate Pollution Reduction Program (CPRP) Financial Unit, you will be a subject matter expert for annual Climate Commitment Act (CCA) Financial Reporting, including compiling expenditure data to meet reporting requirements set by RCW 70A.65. You will also support the Office of Financial Management (OFM) in the development of the dashboard for reporting requirements relating to the CCA, and you will be an integral part of the team developing the Climate Commitment Act annual report for the legislature on CCA spending.Other duties of theClimate Commitment Act Financial Reporting Specialistinclude:
- Provide support to state agencies and colleges/universities with Financial Reporting and other questions related to reporting requirements.
- Lead tracking and reporting for CCA-required metrics across recipients.
- Use data and analytical skills to understand required metrics for CCA Financial Reporting.
- Track and analyze Financial Reporting to help identify trends and compliance issues to help inform the legislative report.
- Gather information from reporting recipients, review for accuracy, and prepare consolidated report.
- Research topics related to new legislative initiatives and recommend strategies and actions to the Climate Accounts Administrator as identified.
- Advise the Climate Accounts Administrator and Climate Pollution Reduction Program Budget Manager on the status of deliverables and reporting efforts.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
A total of eight years of experience and/or education as described below:
- Experience: providing senior level professional analyses to management, staff, and customers regarding complex issues that impact programs and policies. Examples of experience may include:
- Financial background; State Accounting or Budgeting experience.
- Conducting research.
- Analyzing policies, laws, rules, or regulations.
- Conducting business analysis and developing requirements.
- Leading business projects.
- Education: involving major study in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy, or a related field.
Desired Qualifications:
- Strong research, analysis, and problem-solving skills. Understanding of how to determine and prioritize baselines.
- Understanding of how economists solve problems / experience working with economists.
- Policy analysis with quantification skills.
- Understanding of environmental justice research and practice, and experience planning programs that are designed for equitable processes and outcomes.
- Proficiency in Excel, Word, Outlook and PowerPoint.
