Workforce Development Program Manager &Data Analyst - Maritime and Green Jobs

Offers will be based on experience similar to the Port job being applied for as well as a review of pay rates for Port employees performing similar work. As a Workforce Development Program Manager and Data Analyst, you will work directly with the Workforce Development Director, the team, and other Port colleagues to implement strategies and education programs in Port related sectors including, Aviation, Maritime, Construction, and Green Jobs. You will support the analysis and evaluation of all Workforce Development efforts and support related programs that further the Port’s commitment to equity and the Port Commission’s priorities related to Workforce Development.
- You will manage the implementation of the Workforce Development strategies in the sectors of Maritime and Green Jobs, as assigned, under the equity framework, as established in the Office of Equity, Diversity and Inclusion strategic plan, by providing policy recommendations, managing the expansion of worker training opportunities, increasing awareness of career and advancement opportunities, ensure support services are aligned with industry needs, and expanding partnership support for job seekers and industry partners, contractors, and Port hiring managers.
- You will ensure that equity is at the center of Workforce Development plan strategies and collaborate with Port staff to promote importance of equity, diversity, and inclusion in service of the Port’s overall EDI plan.
- You will expand the Port’s Leadership role with key stakeholders to youth training programs, high school internship Program Managers, regional colleges, pre-apprenticeship and apprenticeship training organizations, regional industry and government agencies, and community-based organizations that serve youth and young adults in advancing their skills and career development in port sectors.
- You will manage the development and implementation of evaluation tools and methods and the analysis of Workforce Development Programs in all port sectors utilizing internal and external data.
- You will develop dashboards, analytical tools, and reports for internal and external publication. You will recommend and support course corrections and implement community impact analysis.
- You will develop, manage, and support key relationships with industry leaders in Port sectors, ensuring that an open dialogue and feedback loop is maintained with Port partners.
- You will provide direct management to consultants and service providers that support the Workforce Development Programs that includes managing high school and college interns assigned to the Workforce Development team and participating in special projects.
- You will attend and participate in community meetings to share the Port’s Workforce Development priorities in Port sectors.
- Experienced – You have five (5) years of experience in Workforce Development, career pathways and labor market, and community engagement as well as experience related to racial equity/structural racism and community development.
- Desired – We hope you have experience in the Port sectors of Maritime and Green Jobs operations, as well as experience in the public sector, political strategies, and government affairs.

- Strong Communicator – You can express ideas and information clearly and concisely both written and verbally as well as active listening skills. You have strong public speaking, meeting facilitation, and negotiation skills.
- Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
- Work Environment - This work will take place in a hybrid remote/in-office setting at Management’s discretion. In-office attendance expectation is currently once a week.
- Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
- Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
- Grade Review – The pay range and grade for non-represented positions are under review and subject to change as part of the Port’s work to implement a new pay program. This review is intended to ensure that positions are aligned with the new program that will be implemented in 2024.
