Management Analyst 5 | Health Services, Pharmacy
Full Time, Permanent

The Washington State Department of Corrections is seeking a detail oriented individual to join their team as a Management Analyst 5within the Health Services Pharmacy Division!The goal of the Management Analyst 5 is to provide services to include full screenings, infection prevention and control, chronic and acute medical management, pharmacy, emergency, specialty, mental health, and dental care.
The Department of Corrections Health Services Division is responsible for ensuring incarcerated individuals have consistent access to constitutionally mandated basic health care. The Health Services Division is required to ensure that health care services provided meet regulatory standards, accreditation standards, all applicable state and federal laws, and DOC specific policies and procedures. Within this mandate, this position works with DOC and with partner agencies to develop and implement process improvement strategies related to statewide Pharmacy Programs as a statewide Director of Pharmacy Program Manager. This position reports directly to the Director of Pharmacy.

Duties
At the direction of the Director of Pharmacy, reviews current processes and develops plans for improvement. Implements and manages Pharmacy program projects. Ensures projects and process updates are on track.
  • Assist in the implementation of a variety of complex processes involving statewide Pharmacy programs, including the Pharmacy and Therapeutic Committee.
  • Creates project charter to assure successful project execution. Defines business needs, functional requirements, risks and benefits, necessary resources, action plans, timelines, and performance measures for statewide Pharmacy projects.
  • Develops corrective action plans to improve the quality and efficiency of services provided by statewide Pharmacy programs. Action plans will identify stakeholders, action items, and implementation timeframes. Ensures action plans are on target, achievable, and sustainable.
  • Communicates action plans and key performance indicators to the Director of Pharmacy.
  • Assist in the development of policies, operating procedures and protocols related to Pharmacy programs.
  • Develops audit processes to determine compliance with policy, procedure, and protocol. Identifies shortcomings and successes. When shortcomings are identified, proposes and tests strategies for improvement.
  • Prioritizes and resolves Pharmacy program issues that may potentially delay patient care. Advises Director of Pharmacy on option to eliminate barriers that may delay access to care.

Provide statewide leadership, subject matter expertise, and presents information related to DOC Pharmacy Programs. Collaborates with external stakeholders, such as Department of Social and Health Services (DSHS), to manage enterprise-wide pharmacy programs.
  • Creates status reports and presentations to update the Director of Pharmacy and Health Services leadership on the current state of action plans, performance measures, projects, and other relevant information related to DOC Pharmacy Programs.
  • Creates training, job aids, and resources for diverse groups of internal and external stakeholders.
  • Oversees the DSHS pharmacy contract, to include but not limited to billing, reporting, revisions, and renewal.
  • Creates and provides documentation and resources to the Director of Pharmacy to respond to inquires and investigations.

In collaboration with the Health Services informatics team, provides data analysis and reports data related to DOC Pharmacy Programs.
  • Provides data analysis related to pharmacy clinical processes and pharmacy operations.
  • Creates and maintains SharePoint sites and Microsoft Teams sites for DOC Pharmacy programs.
  • Analyzes and manipulates prepared reports to identify issues and/or trends in underlying data.
  • Consults with internal and external stakeholders regarding data needs and requirements.
  • Designs, develops, and implements data and reports addressing complex issues related to DOC Pharmacy Programs.
  • Collaborate with external consultants (i.e. Department of Health, Department of Social and Health Services) and internal staff to determine what needs to be collected, when, where, how by whom, to ensure the most efficient and effective development of resources and to achieve the desired results of the Department.
  • Conduct ongoing assessments of data quality and provide methods to improve data integrity and accuracy.

Qualifications
Bachelor's degree in business administration, public administration, health administration or a closely related field from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.
AND
Two (2) years of experience in a Health Services program or a project management position which included process improvement analysis, performance management efforts using tools and techniques such as Lean and facilitating diverse groups to identify and resolve complex issues.
AND
Intermediate level proficiency in Microsoft Word, Outlook, Excel, and Teams.
Desired/Preferred Qualifications:
  • Completion of courses or certifications in quality improvement, such as Lean, Six Sigma, or a similar course.
  • Completion of courses or certifications in project management, such as Project Management Professional (PMP) certification, or a similar course.
  • Advanced level proficiency in Microsoft Office Word, Excel, Teams, and SharePoint.
  • Intermediate level proficiency in Microsoft PowerPoint BI and Power Automate.
  • Knowledge of:
    1. State Government organization and administrative procedures
    2. Federal and local government functions
    3. Pharmacy regulation and operations
    4. Research methods and data collection

  • Salary is based on experience and is determined at the time a final offer of employment is made. The salary range listed in the job posting includes Steps A-U. Step U is a longevity step and is typically gained six years after being assigned to Step T in your permanent salary range.
