Job description

Duties

CARPENTRY
Incumbent assists with carpentry tasks in repairing and modifying wood components of historic structures. Selects proper tools to use; determines methods and techniques based on established practices and specific instructions. Assists with removing non-historic building additions or modifications. Accomplishes work in collaboration with other multidisciplinary preservation team members and assists in constructing support structures necessary for preservation treatment and matching historic fabric. Incumbent will use simple measuring devices such as tape measures and squares; and hand and power tools such as hammers, bars, handsaws, screw drivers, skill saws, jig saws, hand-belt sanders and drills.
PAINTING
Cleans and prepares buildings, walls, trim, and floor surfaces for painting by sanding, scraping, wire brushing or by the application of approved commercial paint removers. Incumbent will stir, mix and thin paint or other chemical preservatives and applies to work surface either by brush or roller according to specific instructions. Assists with treating wooden vigas, latillas, historic lintels and doorsills with linseed oil or other comparable preservative.
MASONRY
Assists in the maintenance, repair, and stabilization of historic ruins and sites built of stone and mortar. Incumbent mixes soils, water, and amendments for mortars as prescribed; removes damaged portions of walls or other architectural features in preparation for repair of damage stabilization and original fabric; lays stone and bricks; implements prescribed preservation treatments; and records the location, time, materials, and labor involved in the process. Applies appropriate chemical preservatives to masonry surfaces by either spraying or painting. Utilizes trade tools such as trowels, hammers, chisels, and crowbars.
ROOFING
Incumbent removes deteriorated roofing materials; assists with restoring and stabilizing roofs and/or replacing original materials in kind. As directed, applies new wood, asphalt, or other materials as appropriate to preserve the original fabric. Assists with repairing metal flashing, gutters, drip edges and other roofing accessories. Assists with repairing roof sheathing and, applies wood preservative to remaining historic fabric. Uses hand tools such as brooms, scrapers, ladders, square shovels, trowels, knives, and spreaders.
MOTOR VEHICLE OPERATION (MVO)
Operates vehicles over Federal, state, and country roads and city streets in all traffic conditions and performs minor operator maintenance on light duty motor vehicles such as pickup trucks, panel trucks, flatbed trucks, carryalls, sedans, crew cab pickup trucks, which typically have an approximate gross vehicle weight of up to 4500 kilograms (10,000 pounds). Vehicles are driven over public roads (or the equivalent) at highway speeds to transport personnel, supplies, materials, or equipment and tools, or to tow equipment throughout rural or urban areas.
SAN JUAN NATIONAL HISTORIC SITE AREA INFORMATION
San Juan National Historic Site consists of a system of 400+ year Spanish fortifications and bastions that encircle the 500-year-old City of San Juan, Puerto Rico. Puerto Rico is the smallest island of the Greater Antilles chain. The island is 35 miles wide and 100 miles long with the highest elevation at 3000 feet.
Average island temperature year-round is 82-87 degrees during the day and 72- 77 degrees at night. The San Juan metropolitan area has all amenities including excellent health services and retail stores. Recreational opportunities can be found island wide.
San Juan airport is located 7 miles from the park and is serviced by most major airlines with nonstop flights to major hubs. Flight time to Miami is 2.5 hours and Atlanta is 3.5 hours. Cost of living is considered moderate.
Puerto Rico has an 11.5% sales tax.

Requirements

Conditions of Employment

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime, and shift work.
  • You will be required to complete a one-year trial period.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: The physical effort required is considered heavy to moderate and requires lifting or handling of objects or materials up to 50 pounds unassisted, and occasionally lifting or moving heavier items with the assistance of a lifting device or other workers. The incumbent is required to work while standing, stooping, bending, crouching, and climbing in tiring, awkward, and uncomfortable positions, and in all manners of environmental conditions. When working from a ladder or scaffolds, work involves reaching overhead, stretching or other awkward positions. Occasionally work is performed beneath buildings where the work area is cramped and dark, or work may be done from highly elevated platforms. Sometimes long hikes while carrying a backpack may be essential as is the possibility of technical climbing into some sites.
Working Conditions: General work is done at prehistoric and historic structures and ruins throughout the park. Often these are in locations with difficult access that may require the use of scaffold and ladder systems. The structures and ruins may be extremely deteriorated and structurally unsound, and therefore considered hazardous. The work is often extremely dusty and direct and of such nature that protective equipment and clothing such as hard hats, safety shoes, goggles, respirators, and ear protection are required, whether working indoors or outdoors. Some work is performed in the shop area where incumbent is exposed to moderate or high noise levels from operating machinery, saw dust in the air, fumes, and hazards associated with power equipment or preservatives. Occasionally, the work may be performed outside under adverse weather conditions. Other environmental factors such as stinging and biting insects, snakes, and poisonous plants can be encountered. Assignments could involve working with hazardous materials, such as rodent nests, asbestos, and lead-based products, etc. To reduce the dangers, the incumbent is required to follow prescribed safety practices.
