Job description

Position Summary This position functions as a Civil Engineer within the North Central Region, Project Development Section (PDS) and is responsible for the oversight and delivery of the Local Roads Program. The duties and responsibilities require, performing the highest degree of independent discretion and judgment on transportation improvement projects in both the construction and design phases. This position manages activities on multiple projects including those of a highly complex nature for continuity in both design and construction phases. This position serves as a resource and advisor to the manager, supervisors, and management consultants. This position may also perform as a construction and/or design manager directing projects and assisting the team by advising and coaching team members on state highway projects. The essential function of this position is to act as a project manager in the design and construction of transportation improvement projects for the Local Roads Program. This position utilizes a great deal of independent judgment to provide services in Local Program delivery. This position is responsible for as many as 100-150 active Local Program projects that have a direct effect on the region's performance measures. The project manager has primary responsibility for scoping, scheduling, budgeting, management of consultant contracts, and supports the Consultant Unit supervisor in contract negotiations and has the responsibility of overall project quality. Salary Information This position is in schedule-range 14-13 with an annual salary of $88,296 to $106,808, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. Job Details This position requires the ability to frequently travel independently statewide with overnight stays at remote locations. Wisconsin residency is required for project positions. The project/permanent position has been authorized until May 2026. Project/permanent positions are eligible for all benefits (including paid time off) as well as civil service status. After successful completion of the 12 month probationary period (if applicable), employees in these positions will attain permanent status and will be eligible to transfer to other permanent positions similar to other permanent employees in state service. This allows employees to be considered for other similar positions when the project position approaches its expiration date. WisDOT does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, Wisconsin residency is not required. However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.
