As our Learning and Development Coordinator, you will provide technical and administrative coordination with a customer-focused mindset while supporting the City's Learning and Development programs. The primary function is to administer the City's Learning Management System (LMS) including performing a wide variety of complex administrative and technical functions in support of human resources programs or projects that have an organization-wide impact.
ESSENTIAL JOB FUNCTIONS
Administers the City's Learning Management System (LMS) and other software/technology used for Organizational Development .
Sets up and maintains city LMS, performs system updates, testing and troubleshooting of system-related issues.
Documents and implements policies and procedures for the LMS and required City training.
Trains employees, managers and superusers on the use of the LMS.
Builds report structures and workflows in the system to create automated and systematic processes for class registration, and monitoring and tracking of required employee training, learning plans, and employee certifications.
Researches and stays up to date on new and best practices for LMS administration to enhance the system and keep learners engaged in a virtual learning environment.
Consults with customers regarding training needs; creates and develops learning plans in the LMS and provides information on available training/eLearning content to support learning needs.
Works to add content to the LMS that adds value and addresses training needs.
Supports and maintains documentation of knowledge transfer initiatives in LMS.
Uses elearning tools to create virtual training.
Organizational Development (OD) and Training Support
Works with subject matter experts to ensure the development, implementation, delivery and maintenance of consistent and accessible training and learning opportunities in both the LMS and in-person learning.
Creates and maintains training schedules for Arvada University (ArvadaU.)
Develops and maintains internal training marketing, follow-up communications, advertisement and evaluation of training opportunities.
Coordinates and supports ongoing OD programs, such as Emerging Leaders and Leadership Academy, city-wide training initiatives and special events;
Builds and runs reports, and tracks and maintains training records and performance measures (including metrics and trends) for the OD program.
Coordinates regulatory and compliance training activities.
Collaborates with and supports individual departments and stakeholders with training needs, including researching training vendors, tracking and reporting training gaps, streamlining and integrating department-specific training processes with organization-wide training processes.
Supports departments with hosting, planning or coordinating of Peer 2 Peer programs.
Provides technical support for instructors, subject matter experts and learners.
Supports OD Manager on projects to improve operational efficiency and enhance the learner experience.
Supports logistical coordination and support for training and events, including booking of facilities, preparing materials, ordering food and supplies, and room setup and take down, as necessary.
Supports the City's vision and mission and articulates and embodies the values and conduct expectations of the organization.
Contributes to the development of the department,, and initiates.
Attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.
Travels to/attends meetings, training, or events that occur off-site or before/after office hours as needed to perform essential functions.

SCOPE OF AUTHORITY:
Receives minimal supervision under the direction of the Senior Organization Development Manager. Duties and tasks are moderately complex to complex in nature. Plans own work and collaborates with others to meet defined work plans and objectives. Serves as a liaison with internal and external contacts. Some precedents and procedures exist. Expected to handle different, specialized, and complicated situations in department or functional areas. Has a high level of latitude for independent judgment and initiative in resolving problems and prioritizing tasks.
Financial Accountability:
Tracks and monitors budgets for assigned programs. Makes recommendations for budget allocations. Has authority to use city purchase orders and a purchasing card issued by the city.

Work is primarily performed in an office environment with moderate noise levels. Physical effort and activities include: occasionally operating a personal or City-owned motor vehicle to drive to and from meetings and business locations; ability to talk, hear and listen, use of hands/fingers to type and handle, feel or manipulate objects constantly; frequent sitting; occasional standing, walking, and reaching with hands and arms; visual acuity to focus on details at a close distance, and make general observations; frequent handling of objects weighing up to 10 pounds, and up to 25 pounds occasionally.
MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
AA degree or equivalent and four (4) years of progressively responsible experience administering a learning management system (LMS) and experience coordinating and supporting learning development and training programs. An equivalent combination of education and experience will be considered. Valid CO Driver License and acceptable driving record.
Preferred Qualifications:
College degree or professional certification in HR or Training preferred. Previous experience in public service.
