Job Purpose
The Certified Payroll Specialist is responsible for all Labor Compliance duties associated with public works projects. This position is responsible for timely and accurate preparation, review, submission and tracking of weekly Certified Payroll Reports and related forms in accordance with federal, state, and local requirements for multiple projects.
What You'll Do
- Reviews new job startup packages for certified payroll or prevailing wage requirements
- Ensures all contractual obligations relating to certified payroll are handled in a timely manner
- Ensures compliance with all state and/or federal requirements
- Weekly preparation and submission of prevailing wage compliance reports and certified payroll printout detail for Federal and State Projects
- Utilize various software required for Labor Compliance i.e., LCP Tracker, DIR.
- Weekly review of all tiered subcontractor certified payroll documentation
- Work with subcontractors to obtain missing information, signatures, etc., and assure proper submission
- Works with project managers and customer compliance officers to ensure that all job startups and/or subcontractor startup paperwork is completed and submitted timely and accurately
- Maintain database to track each project certified payroll needs & reports
- Troubleshoot discrepancies and/or questions with both internal and external customers
- Assist estimating department with prevailing wage information as needed.
- Monthly union reporting, reviewing of accrual accounts and payment distribution
- Calculation and posting of job targeting, generating invoices, maintaining job targeting balances and preparing job targeting spreadsheet
- Maintain SOP’s (Standard Operating Procedures) for certified payroll processing
- Participate in various payroll audits – union trust, OCIP, WC
What You'll Bring
- 3+ years of experience in Prevailing Wage Laws and Certified Payroll reporting requirements for federally and state assisted public work projects
- Working knowledge of labor and apprenticeship compliance requirements for Federal and State funded projects
- Self-starter with the ability to accomplish expected tasks under minimal supervision
- Outstanding Time Management Skills
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.)
- Preferred software programs (Spectrum, certified payroll software’s, i.e. LCP Tracker)

- Detailed and number oriented, with a high degree of accuracy.
- Excellent organizational and analytical skills.
- Ability to work on multiple projects and meet deadlines
- Ability to be pro-active and take initiative by identifying needs and taking action prior to being asked.
- Strong communication skills (written and verbal)
- Ability to work well both within a team and independently
- Ability to work accurately and quickly in a fast pace, high-stressed environment
- Ability to keep abreast of various CBAs and current payroll laws.
- Excellent problem solving, process improvement, and follow-up skills
