This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:

The IT Service Owner - Transit Technology, which will be filled at a Business Analyst 2 or 3 level depending on qualifications, will work closely with business representatives to analyze the operations of a department or functional unit to support the development and enhancement of Transit technology services provided by Information Services. The IS Service Owner is responsible for managing relationships with business partners, developing and driving strategy, coordinating delivery of business outcomes, managing risks, and developing and managing the budget of services. The services managed by this IS Service Owner are critical in delivering the technology needed to enable Metro Transit and Metropolitan Transportation Services to provide a quality transit experience to the region.


In addition, this position will identify opportunities for improvement in business operations and process; be involved in the design or modification of business and/or IT systems; elicit, document, and analyze business needs and requirements; documents the functional designs of systems; and may help test solutions and create documentation and user manuals.


Business Analyst 2:
Anticipated starting salary range:
$34.70 - $39.37 Hourly / $72,176 - $81,890 Annually
Full salary range:
$34.70 - $52.36 Hourly / $72,176 - $108,909 Annually
Business Analyst 3:
Anticipated starting salary range: $37.50 - $42.56 Hourly / $78,000- $88,525 Annually
Full salary range:
$37.50 - $56.60 Hourly / $78,000 - $117,728 Annually

  • Own and act as a Service Owner of Information Services Transit Technology services, enterprise and/or non-enterprise services.

  • Negotiate service level agreements based on business requirements, outcomes, and service delivery cost.

  • Coordinate continuous improvement throughout the service delivery process.

  • Create service roadmaps in partnership with business partners.

  • Cultivate strong working relationships with business and IT function partners.

  • Coordinate the support and delivery of IT services based on established Operation Level Agreements by working in partnership with functional owners.

  • Establish measurable key performance indicators for the delivery of IT services.

  • Establish cost models and fee schedules for the delivery of IT services.

  • Manage service-level budget.

  • Will translate IT service delivery concepts into actionable steps in support of delivering business outcomes.

  • Analyze, document, and improve service delivery processes through business analysis methodologies and collaborative approaches.

  • Create, maintain, analyze, and coordinate routine reporting and queries to maintain service level information.

  • Present live and recorded technical training, generate training materials, and demo technology.

  • Assist with eliciting and documenting business requirements and system testing, as needed.

  • Develop and write user stories.

  • Assist in the development of Service Owner and business analysis best practices and creation of service delivery documentation.

  • Articulate technology concepts and specific technology use cases to all levels of the organization.

  • Facilitate/lead a Community of Practice for transportation-focused technologies, such as scheduling and dispatch applications.

  • Create and maintain training resources for business users of transportation technologies.

  • Perform special projects and other duties as assigned.

Business Analyst 2

High school diploma or GED ANDseven (7) years of experience in the areas below:


  • In a Business Analyst capacity, assessing how organizations are performing and improving business processes and systems.

  • Ability to work with stakeholders to understand business needs and elicit business requirements.

  • Experience in eliciting, analyzing user feedback and usage data to inform service decisions.

  • Understanding of transit operations and technologies, tools, and practices used to deliver transIT Services.

  • Knowledge of transit technologies used on buses, trains, and facilities managed by Metro transit.

  • Knowledge of the transit operational environment.

  • Strong communication skills in writing, speaking, and presenting.

  • Ability to prepare clear, concise, and accurate documentation, reports of work performed and other written materials.


Note: Highest completed degree in the following majors: business administration, project management, management information systems (MIS) or a related field will count towards the minimum seven (7) years of required work experience.
  • Associates degree counts as two years of experience
  • Bachelor's degree or higher counts as four years of experience

Business Analyst 3

High school diploma or GED ANDeight (8) years of experience in the areas below:

What additional skills and experience would be helpful in this job (desired qualifications):
  • IT Service Owner Experience.

  • Have a good working knowledge of Transit technologies; examples include:

  • Prior experience using and/or implementing onboard technology or management technology for buses and trains.

  • Acted as a Project Manager on a prior implementation or significant upgrade.

  • Participated in or elicited and documented business requirements analysis for transportation technologies.

  • Assisted in the development of or has created user stories for transit technologies and/or its riders.

  • Knowledge of Agile methodologies.

  • Experience working in Agile development teams.

  • Ability to think creatively and strategically to drive service innovation and differentiation.

  • Experience guiding a Community of Practice around a technology product or service.

  • Overseeing implementation of services and systems features.

  • Certification as a Business Relationship Management Professional (BRMP®).

  • Experience leading planning cycles that include strategic roadmaps, technology plans, and innovative opportunities.

  • Ability to listen, build rapport, and develop credibility as a strategic partner.

  • Be able to shift opinions using influence over positional power.

  • IIBA or PMI Business Analysis Certification.

  • ITIL Certification.

  • Knowledge of IIBA Business Analysis Core Concepts.

What knowledge, skills and abilities you should have within the first six months on the job:

  • A Strong understanding of Metro Transit and/or Metropolitan Transportation Services systems and current technology such as HASTUS, Trapeze, or Cubic used to deliver business outcomes.

  • Ability to write and update service level agreements focusing on business outcomes which articulate the value of IT services.

  • Ability to build strong relationships and deliver customer-centric solutions.

  • Navigate complex processes and interpersonal dynamics with a focus on uniting diverse stakeholders to common outcomes.

  • Build consensus and motivate people to act and participate.

  • Knowledge of Information Technology Information Library 4 (ITIL 4) service management concepts and delivery of IT service or previous Service Management experience.

  • Ability to facilitate requirements elicitation sessions utilizing multiple tools and techniques.

  • Ability to be flexible, adaptable, and responsive.

  • Ability to promote an equitable, positive, and respectful work environment that values culture and diversity among all employees.

  • Intermediate computer skills in collaboration, virtual meetings, video conferencing, word processing, complex spreadsheets, graphics presentations and database management (Word, Excel, Access, OneNote, PowerPoint, SharePoint, Teams, and OneDrive).?

  • Ability to read, analyze, and interpret professional journals, technical procedures, and government regulations as well as write reports, business correspondence and procedure manuals.?

  • Skill to provide basic client services to the public and other agencies within the organization with tact, courtesy, and cooperation where the primary purpose is the exchange of information.
