Job description

INFRASTRUCTURE MANAGER

GENERAL PURPOSE:

The Infrastructure Manager provides leadership and expertise on hardware, applications, operating systems, security, storage, environmental elements, monitoring, resource management, service desk, and support functions of the infrastructure unit.

ESSENTIAL JOB FUNCTIONS:

  • Oversee the user support, maintenance, monitoring and troubleshooting of the Center’s computer systems including network, cloud, applications, databases, servers, storage, desktops, security, audio-visual, and all aspects of the IT infrastructure; and serves as a technical resource.
  • Supervise, motivate, and evaluate IT staff; delegate work; provide technical and professional skills training; manage performance issues; make recommendations regarding the hiring, promotion and disciplining of employees.
  • Troubleshoot difficult and complex infrastructure problems; research, test, and isolate problems; and design and implement solutions to maintain infrastructure to adequately automate and assist the Center.
  • Evaluate vendor proposals for purchases of technology solutions and services to assure adherence to technical specifications and business needs.
  • Analyze business needs, develop requirements, and devise plans/solutions for meeting the technology needs of the Center.
  • Manage and follow standard practices and procedures to design, install, configure, test, support, monitor, maintain and troubleshoot critical system’s components.
  • Evaluate and document system performance, making recommendations to enhance and improve.
  • Plan, execute, and oversee IT projects such as system upgrades, installations, and migrations.
  • Identify opportunities for process improvement and operational efficiency enhancements.
  • Assists in other areas within the Technical Department and Facilities as needed, maintain understanding of various areas with the department and participate in a 24/7 on-call rotation.
  • Performs related work, special projects or other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of data management and administration.
  • Knowledge and understanding of cybersecurity.
  • Knowledge with security or policy frameworks and privacy regulations such as CJIS, NIST, PII.
  • Knowledge and ability to apply troubleshooting techniques.
  • Knowledge of hardware, software, virtualization, networking, cloud, security.
  • Knowledge of principles and procedures for disaster recovery.
  • Skilled at analytical and problem-solving skills with a strong attention to detail.
  • Skilled at the principles and practices of personnel management, coaching, leadership, and supervision.
  • Skilled in IT design and engineering principles for a broad array of technology.
  • Skilled in developing and managing budgets, purchasing, inventory, and other financial core competencies.
  • Skilled in project development and management principles, including techniques utilized in performing needs assessment, planning, timelines, resource allocation, logistics, and coordination.
  • Excellent interpersonal skills including integrity, courtesy, tact, teamwork, respect, and discretion.
  • Strong verbal and written communication skills.
  • Self-motivated, able to perform tasks, and make decisions with minimal supervision.
  • Ability to communicate with technical and non-technical employees and customers.
  • Ability to work with minimal supervision both independently and as part of a team.
  • Ability to learn new technologies and assimilate new information quickly.
  • Ability to create clear and concise technical documents that adhere to established standards.
  • Ability to handle and manage multiple projects, assignments, and priorities.
  • Ability to work in a highly fluid environment, with rapidly changing requirements.
  • Ability to respond to crisis situations in a methodical way and prioritize tasks effectively.
  • Ability to become familiar with, follow, and support the Center’s mission, vision, and guiding principles.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in computer science, management information science, business administration, or a related field.
  • Five (5) years of IT experience in planning, deployment, administration of technology infrastructure and user support for network, voice, cloud, security, and server technologies with two (2) years in a lead role.

OR;

  • An equivalent combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties and responsibilities listed.

PREFERRED EDUCATION AND EXPERIENCE:

  • Two (2) years of supervisory experience.
  • Project Management Professional (PMP)

LICENSES AND CERTIFICATION:

  • ACCESS certification within 30 days.
  • Washington State driver’s license

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Work is performed in a typical office environment, which includes a technical workstation, a computer room with a controlled environment, as well as working with internal and external customers onsite. The noise level is usually moderate with frequent interruptions. Ability to travel, sometimes overnight by car or aircraft.

While performing the duties of this job, the employee is regularly required to sit for extended periods of time; use dexterity of hands and fingers to operate computers, keyboards, handle or feel; and talk and hear. The employee is required to type on keyboard for extended periods of time. The employee is occasionally required to stand; walk, reach with hands and arms; climb and balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift, carry, and or push up to 50 pounds. The employee is required to see, specifically to include up close, distance, color, and peripheral; depth perception and ability to adjust focus.
