Description
SCOPE
The Department of Energy (DOE) Hanford Site, Richland Operations Office and Office of River Protection, Assistant Manager for Safety and Environment - Safety and Health Division (SHD) requires Industrial Hygiene Support 1 FTE (1920 hours) general support services.
SHD is responsible for functional areas for the Waste Treatment Plant (WTP) and Tank Farms (TF) including the following: startup testing, commissioning, readiness, operations, and maintenance. This oversight is conducted to ensure the TF is operating safely and the WTP safety programs are developed to support construction, start-up, and commissioning. The successful contractor will have responsibility for execution of the itemized work scope below.
• Evaluate industrial hygiene program documents, plans, procedures, and processes to ensure compliance with regulations and requirements.
• Ensure that industrial hygiene program requirements are implemented at TF and WTP.
• Support DOE Hanford Site on medical programs and the interface with Tank Farms contractor activities. Perform oversight of WRPS IH exposure assessment data provided to medical providers for compliance with requirements and facilitate answers to questions that results from the data.
• Perform oversight of WRPS IH and vapor program activities to ensure compliance with contractual requirements to establish comprehensive Tank Farm vapor program.
• Provide technical support to DOE Hanford Site to manage the Vapor Management Expert Panel and support IH interface with DOE staff.
• Provide support to WTP and TF management, on an as needed basis, such as supporting activity milestone reviews, assessing the contractor's performance assurance program, and performing other engineering and quality related oversight activities to ensure the contractor is meeting contract requirements.
• Conduct field walk downs to ensure facilities are meeting industrial hygiene requirements and procedures
• Review documents, assessments, procedures, etc. are adequate to support industrial hygiene program development and implementation at site facilities and readiness programs
Requirements
QUALIFICATION REQUIREMENTS
• BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively.
• Ten (10) years of directly applicable experience as a senior executive or consultant interfacing and working with organizational executives and senior management, or senior technical or business individuals, in government or industry on strategic, management, technical, or business issues.
• A professional career that demonstrates a steady progression of promotions and positions assuming greater responsibility.
• Working knowledge of DOE program and project management practices, policies, and procedures.
• Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review, and coordination.
• Excellent communications skills
• Extensive experience using MS Word, MS PowerPoint, MS Excel, and other MS Office tools.
TRAVEL
Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
LOCATION
The place of performance for this task order shall be: 2420/2430/2440 Stevens Center Place, Richland, WA. SHD staff are expected to provide in office/field support Monday through Thursday, and Fridays are telework optional. Situational telework is at the discretion of the Technical Monitor (TM) and Contracting Officer's Representative (COR) in consultation with the Contracting Officer (CO).
