You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:GS-12 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience in the planning, conducting, and reporting on independent analytical study and assessment that evaluates the efficiency, effectiveness, risk, and compliance of federal human resource programs. Experience in executing the assessment guide with detailed assessment methodologies, collaborating with managers and program owners to define risks and challenges in federal (or other) human resource program operations, and conducting root-cause analysis on observations of non-compliance or ineffective program operations. Experience applying a wide range of Human Resources (HR) laws, regulations, compliance, policies, and precedents and knowledge of HR principles, practices, and procedures to assess program compliance.
SPECIALIZED EXPERIENCE FOR GS-13: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience leading small teams in the planning, conducting, and reporting on independent analytical study and assessment that evaluates the efficiency, effectiveness, and legal and regulatory compliance of federal (or other) human resource management systems and transactions. Experience in providing technical oversight, direction, training, and guidance to team members, planning and carrying out independent assessments of federal (or other) Human Resources program operations, preparing written comprehensive assessment reports, and briefing top-level management on assessment results. Experience applying a wide range of Human Resources (HR) laws, regulations, compliance, policies, and precedents and knowledge of HR principles, practices, and procedures sufficient to provide comprehensive HR advisory services to management and assess program compliance.
AND
TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
