Location:
This is a fulltime, permanent position based out of Clackamas, OR.
The goal of this recruitment is to fill the position at the Natural Resource Specialist 2 (NRS2) level. However, we encourage candidates who meet the minimum qualifications for the Natural Resource Specialist 1 (NRS1) ($3,776-$5,747/mo.) to apply, as the department may consider underfilling the position.
What you will do:
This position plays a crucial role in assisting the District Fish Biologist in planning and implementing Salmon and Trout Enhancement Program (STEP) activities within the North Willamette Watershed District. The incumbent will coordinate and execute projects aimed at restoring and enhancing salmon and trout populations and habitat, engage in public education initiatives, and actively participate in recruiting, training, and managing a volunteer workforce. Some of the duties will include:
  • Coordinate and implement STEP-related fish propagation projects:
    • Supervise volunteers in assembling and operating acclimation ponds and other sites.
    • Assist in managing local broodstock development projects.
    • Maintain records pertaining to STEP propagation projects.
    • Assist in annual fish propagation planning.
  • Develop, coordinate, and provide public education:
    • Deliver presentations to various interest groups to promote STEP objectives.
    • Develop educational materials and organize field-based activities.
    • Manage the Classroom Incubator Program in collaboration with local educators and volunteers.
  • Recruit, train, and manage volunteer participation:
    • Engage with constituent groups to recruit volunteers.
    • Provide training and oversight to volunteers, ensuring adherence to safety protocols.
    • Maintain volunteer databases and recognize contributions.
  • Coordinate and implement angling-related activities:
    • Organize fishing events, classes, and training sessions.
    • Recruit and oversee volunteers for angling events.
    • Develop educational materials to promote fishing skills and opportunities.
  • Design and implement volunteer projects for fish habitat enhancement:
    • Identify and prioritize habitat restoration projects.
    • Coordinate volunteer participation and oversee project implementation.
    • Assist in securing funding and permits for habitat projects.
  • Plan, collect, and evaluate biological and physical survey data:
    • Assist in planning and conducting surveys of fish populations and habitats.
    • Analyze survey data and provide recommendations for habitat restoration.
  • Complete administration duties for the North Willamette Watershed STEP Program:
    • Assist in reviewing and preparing project proposals.
    • Maintain inventory and manage budgets for STEP Program.
    • Prepare reports on program activities as directed.

Working Conditions:
  • Travel required by boat, vehicle, or on foot, occasional helicopter/fixed-wing aircraft use.
  • Outdoor work in uneven terrain, often in inclement weather.
  • Frequently walking in and along streams, occasional swimming and/or snorkeling.
  • Occasional lifting up to 50lbs.
  • Frequent computer use in an office setting.
  • Person in this position must have or obtain Oregon Boater Education card through the Oregon State Marine Board.
  • Person in this position must have or obtain All-Terrain Vehicle (ATV) Safety Education Card for on-the-job use of quads and three wheeled ATVs (Class 1 ATVs) obtained through the Oregon Parks and Recreation Department
  • This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day, but does not exceed forty (40) hours in a workweek.
  • Duties of the position may include the use of a SPOTS Card for work-related purchases
Minimum Qualifications: (Natural Resource Specialist 2)
  • Two years of biological experience performing studies, research, or resource management activities in a fish or wildlife program that included one year of at least two of the following: gathering data, analyzing data, or preparing reports, and a Bachelor's degree in Fisheries or Wildlife Science, or a closely-related Bachelor's degree with at least 45 quarter (30 semester) hours of biological/ecological coursework; or three additional years of biological experience performing studies, research, or resource management activities in a fish or wildlife program; OR
  • One year of biological experience performing studies, research, or resource management activities in a fish or wildlife program that included at least two of the following: gathering data, analyzing data, or preparing reports, and a Master's degree in Fisheries or Wildlife Science, or a closely-related Master's degree in biological/ecological sciences; OR
  • A Doctorate degree in Fisheries or Wildlife Science, or a closely-related Doctorate degree in biological/ecological sciences.
  • The Master's degree/Doctorate and applicable work experience will be considered separately, and both the education and applicable experience may count toward minimum qualifications.
Minimum Qualifications: (Natural Resource Specialist 1 Option)
  • A Bachelor's degree in Fisheries or Wildlife Science or a closely-related Bachelor's degree with at least 45 quarter (30 semester) hours of biological/ecological coursework; OR
  • Three years of biological experience performing studies, research, or resource management activities in a fish or wildlife program.

Requested Skills:
We are seeking applicants with the following experience or skills. Preference for interviews may be given to candidates with these skills and background:
  • Strong experience in fishing/angling preferred
  • Strong public speaking skills.
  • Experience in volunteer recruitment and management.
  • Ability to plan and implement programs to meet agency objectives.
  • Proficiency in data collection, analysis, and reporting.
  • Flexibility in work schedule and willingness to work in outdoor and sometimes adverse conditions.
  • Excellent organizational and communication skills.
Criminal Records/DMV Check:
