Position Summary: 
The Human Resources Director is responsible for day-to-day oversight of the PHASE-Industries Human Resources Department and all its functions.  Duties include but are not limited to the implementation of PHASE-Industries policies and procedures; employee recruitment, onboarding, training, development, succession planning, and discipline; administration of benefits; assurance of compliance with all applicable laws, regulations and contracts regulating employment. 

Essential Job Requirements: 
  • Development, annual review/revision of and training on all approved Personnel Policies and Procedures. 
  • Ensure effective and comprehensive implementation of all Personnel Policies and Procedures. 
  • Implement a system of accountability relating to employee recruitment, selection, training and counseling; benefits administration; and personnel files.  Assure compliance with all applicable legal and contractual obligations, including, but not limited to FMLA, DOL, Labor Contract, FLSA, ADA, MS245A, MS245D and MS245C. 
  • Ensure staffing standards are met according to 245D.09. 
  • Administer employee benefits, including health/dental insurance, cafeteria plan, and PTO/sick time, payroll/exemptions/deductions, and 401K administration. 
  • Administer an effective Worker’s Compensation Program. 
  • Chairs or acts as a member of organizational committees as assigned and or apparent. 
  • Oversee the development and implementation of an on-going Talent Management plan that incorporates best practices aimed at enhancing employment opportunities, fulfilling the potential of individual employees and the entire workforce, and preparing for succession to ensure a high quality of services for participants. 
  • Other duties as assigned and or apparent.

The HR Director has four key leadership deliverables:

  • Lead the industry in exceptional participant care. Systematically participate in the therapeutic engagement of participants in enriching work activities that meet individual needs.  Develop personnel to ensure that they proactively work from and towards creating caring relationships within which our participants thrive. Tirelessly, evaluate, innovate, and simplify.  Ensure that all policies, systems, processes, and every employee’s performance within your department create the highest quality product.    
  • Lead your employees in the execution of the mission. Inspire a shared vision and commitment to the program helping others to realize how one’s individual aspirations can be realized in working toward the organization’s goals. Translate the leadership vision into executable tasks. Create enthusiasm for the present and the future. Ensure that staff are trained, developed, and supported to meet participant needs.  Develop strengths, develop performance, and correct problems professionally and fairly.   
  • Actively participate in the creation of a professional, healthy and caring culture in which every individual (employee and participant) can give his/her gift freely.

Working Conditions: 
  • It is subject to flexible hours including split shifts or varied hours including mornings, afternoons, evenings, weekends and overnights depending on coverage needs. 
  • Regularly travel in the community. 
  • Works in a variety of settings inside or outside the office/consumer home and throughout the community. 
  • Sits, stands, walks, bends, lifts and moves intermittently during working hours. 
  • It is subject to frequent problem-solving activities. 
  • Has regular contact with consumers, staff, family members and the general public. 
  • May be subject to hostile and emotionally upset consumers, staff, family members and the general public; may be subject to physically aggressive consumers. 
  • May be exposed to infectious diseases, odors, dust, etc., throughout the day. 
 
Minimum Requirements: 
  • Bachelor's degree in Human Resources, or related field, and a minimum of 1 year(s) experience in a Human Resource position. 
  • Exceptional verbal and writing ability. 
  • Pass the required criminal background check. 
  • Possess a valid driver’s license and current vehicle insurance. 
  • Ability to pass Motor Vehicle Records Check. 
  • Ability to move intermittently throughout the workday. 
  • Ability to read, write and speak the English language. 
  • Possess good health and demonstrate emotional stability. 
  • Ability to make independent decisions when circumstances warrant such action. 
  • Willingness to take initiative and adapt to circumstances. 
  • Ability to achieve cost-effective practices and demonstrate responsible fiscal control over related budget items. 
  • Excellent technical skills.  Experience with Learning Management Systems. 
 
Supervision of Others: 
Potential for the future supervision of an assistant or HR Specialist.
